INTRODUCTION:GAIL TEL is a business unit of GAIL responsible for leasing out bandwidth on commercial basis to the externalagencies over GAIL#s own telecom network. For the same, GAIL has obtained Category II Infrastructure License(IP-II), ISP & IP-I in the Telecom Sector.GAIL is India#s leading gas company, among the top ten companies in India today. It has an unmatched pipelineinfrastructure of over 6000 Km length, along which an integrated dedicated telecom network is in operation.Presently, GAIL has approximately 8200 Km OFC networks, which is already in operation for fulfilling captiverequirements as well for leasing out the bandwidth on commercial basis.6/12/24 fiber OF Cable has been laid in the 40 mm (OD) HDPE Pipe in GAIL#s cross-country OFC routes. DifferentOFC based systems (PDH, SDH and DWDM) have been established and functional on these Optical fibers.To maintain high availability of services along its telecom networks, GAIL intends to engage agencies for maintainingthe Optical Fiber Cable (OFC) laid between one node to other node as per the information mentioned elsewhere in thebid document. The node is the place where OFC equipments are installed.2. JURISDICTION:The jurisdiction of maintenance of OFC covers the GAIL#s OFC routes along the Pipeline and other than pipeline. Thedetails of the jurisdiction (pipeline & non-pipeline sections) are available at #Annexure-A#.OFC maintenance contractor will be hired for each maintenance section of OFC jurisdiction. Under the contract thecontractor will be responsible for maintaining the OFC along non-pipeline route on retention basis for which thepreventive and break down maintenance has to be carried out. The detailed scope of work is described elsewhere in thetender.There shall be pipeline route under the jurisdiction of maintenance section and the OFC is to be repaired by the samecontractor hired for maintaining non-pipeline route OFC, the scheme of repair is per cut basis. The particulars ofpipeline route per maintenance section are as per the jurisdiction plan. The repair cost is to be quoted in SOR-B and therepair time is to be fixed at respective location mentioned elsewhere in the tender.3. WORK DESCRIPTION:GAILTEL intends to award a contract to reputed CONTRACTOR who is financially and technically strong toundertake various activities required to maintain & ensure OFC connectivity in the physical layer for differenthops/stations along the pipeline routes & utility corridors like: National High ways, State high ways & inside the cityareas.The CONTRACTOR shall be responsible for the maintenance of the said OFC network in the physical layer to ensurethe OFC Network availability of highest order, considering there is no failure in the equipment level of the network.This shall include but not limited to undertake all required preventive measures of the OFC route, rectification of faultsand restoration jobs required achieving the OFC link availability of highest order.4. DETAILED SCOPE OF WORK:The scope of work shall include but not limited to the following for the maintenance of OFC network in the physicallayer (up to the level of Fibre Termination Closure) of GAIL#s telecom network as mentioned under #Annexure-A#:4.1 The CONTRACTOR shall undertake all preventive measures with the information to respective EIC#s formaintaining the end-to-end continuity of OFC cable, which shall include but not limited to the following:- Regular surveillance of OFC route along the road (Non-P/L OFC routes) to have proactive check to prevent OFC linkdisruptions.- Monitoring of jobs undertaken by other agencies in the vicinity of GAIL#s fibre network to ensure the safety ofGAIL#s OFC cable.- Attending to / safe-guarding against any signs of damage or potential damage of GAIL#s OFC network (Non P/Lroute only).- Attending breakdown maintenance within minimum time period. The preventive maintenance should be carried outwith prior approval and during planned shutdown period only granted by NMC. The additional shutdown is notguaranteed as number of customer#s traffic will be in operation.4.2 Collecting information & accordingly, coordinate with other agencies before the execution of work, who shall carryout any OFC laying/maintenance job in the vicinity of GAIL#s OFC route, to safe-guard against the damages toGAIL#s OFC cable. The contractor shall effectively co-ordinate with other agencies working along the GAIL#s OFC
