Patrolling along the pipeline shall be carriedout quarterly by contractor and reports shall be submitted to GAIL for corrective action.48. The contractor is expected man and materials for workability of the tender as per Annexure-B should be madeavailable round the clock through out the period of contract. In case it is found that at the time of rectification of OFCbreak/fault, any of these items are not available with the team, penalty @ 5% of monthly retention amount per suchoccasion shall be imposed subject to a maximum of 10 % of monthly retention amount in a month.49. Bid Comparison:The Bids will be compared on over all basis (SOR-A + SOR-B), for the purpose of placement of order.Bidders are advised to quote for all the items for all the SOR#s. EscalationThe rates quoted by the contractor shall be kept firm till the completion of entire period of contract, and no priceescalation shall be paid on any ground.56. Provident FundThe contractor shall strictly comply with the provisions of Employees Provident Fund Act and register themselves withRPFC before commencing the work. The contractor shall deposit employees and Employers contributions to the RPFCevery month. The contractor shall furnish along with each running bill, the challan / receipt for the payment made to theRPFC for the preceding months.57. Clarification / QueriesThe bidders are advised to go through the document completely and if there is any query the same may be clarifiedbefore 07 days of submission of bid. WARNING MATPVC sheet (orange color), Dimension 100mm x 1mm preferably inscribed GAIL OFC at 1 mtr interval both in Hindi &English alternatively.2. JOINTING/SPLICING SPECIFICATION- Splicing of Fibres shall be done by fusion splicing only.- Splicing loss in each fiber in the joint should be better than 0.1 db at 1310 nm/1550 nm by OTDR.- 15-meter OFC in coil form should be kept at both the ends of splice/Joint point. (All jointing location shall be markedwith proper identification marker.)3 JOINTING PIT SPECIFICATIONThe cable-jointing pit shall be circular with following specifications:Internal Diameter: 1200 MMWall Thickness: 50 MMTop cover slab (height): 50 MMTotal height of jointing pit: 1000 MMThe Jointing pit shall be made of reinforced concrete with lifting lugs cast into the lids during construction itself. Thepit shall be provided with suitable arrangement for the entry of one number of HDPE conduits (40mm Outer diameter)from both sides so that HDPE conduit should enter the pit at a height of 150 mm above the bottom level of the pit. Thejointing pit/chamber should be installed in such a way that bottom of the jointing pit should be at least 1.65 Mtr belowthe ground level. After the installation of the pit, the electronic marker & stone joint marker should be installed.4. JOINT ENCLOSUREJointing closures shall be suitable for GAIL#s already installed armored OFC (12/24 fibers) of all construction designs(slotted core, stranded tube, central tube). Jointing closures shall have 4 entry ports to allow entry/exit of four opticalfiber cables. The same shall have provision of blocking/sealing of the ports, if not in use.The fibers and their storage shall be managed with proper bending radius controls and protection. The fiber organizertrays shall have provision of maximum 12 fibers per tray. The trays should be hinged in such a manner that if movedabout the hinge, the fibers are not strained, kinked or stressed. Also, it should be possible to work on the fibers on onetray without disturbing the fibers on the other trays.The jointing closure shall enable the metal parts of the cable and the internal metal parts of the closure to be maintainedat earth potential.The sealing of the entry ports, shall provide adequate sealing and shall be capable of withstanding an axial pull appliedusing 50kg freely suspended weight of the cable, without using any additional clamps, etc.Jointing closures should be Dust tight (No dust ingress) and Protected against immersion in water (suitable forcontinuous immersion in saline water under 4 meter water-head) and should be complete with all accessories includingsplice cassettes, splice protection reinforced sleeves and all other accessories including accessories for electricalcontinuity of metallic layers of optical fiber cable, etc along-with instruction sheets.The jointing closures shall be from one of the following recommended sub-vendors:1) RFS, 2) Raychem, 3) Siemens, 4) Birla-3M5. TRENCH SPECIFICATIONDepth of the trench should not be less than 1.65 meter & 0.45 meter width. If 1.65 meter depth is not achievable due toexisting services whatsoever then cable should be laid through GI pipe by the CONTRACTOR. However if the trenchdepth is not possible due to rocky / hilly terrain then the trench depth should be minimum 1 mt and the contractor has toprovide 15cm x 15cm concrete (1:2:4) encasing curing to protect the cable. Existing depth of trench of 1.65 meter shallbe followed in OFC route along the pipeline. Any additional measures to safeguard the OFC as per the directive of EICwill have to be undertaken by the Contractor at no extra cost.6. OFC CABLE PULLING- OFC shall be pulled gently, by using nylon rope, which in turn is connected to cable grip/pulling eye to the end of thecable. The tension in the cable during the pulling should not exceed the tensile strength of OFC.- The stacking of OFC during the pulling shall be in figure of Eight, having the minimum diameter of 1 meter.- The loss /attenuation should be 0.17 to 0.25 db/km at 1550 nm and 0.28 to 0.40 db/km at 1310 nm
