(P)Assessment and summary <str<strong>on</strong>g>of</str<strong>on</strong>g> determining issues and material c<strong>on</strong>siderati<strong>on</strong>sPlanning permissi<strong>on</strong> is sought for the <str<strong>on</strong>g>formati<strong>on</strong></str<strong>on</strong>g> <str<strong>on</strong>g>of</str<strong>on</strong>g> a <str<strong>on</strong>g>roundabout</str<strong>on</strong>g> <strong>on</strong> the A814 <strong>to</strong> <strong>provide</strong><strong>access</strong> <strong>to</strong> <strong>new</strong> <strong>housing</strong> development <strong>on</strong> part the former Hermitage Academy site. Aseparate applicati<strong>on</strong> for the development <str<strong>on</strong>g>of</str<strong>on</strong>g> part <str<strong>on</strong>g>of</str<strong>on</strong>g> this site has been submitted by thesame applicant under reference 12/00319/PP and is pending determinati<strong>on</strong>. Theapplicati<strong>on</strong> site is located within the settlement boundary <str<strong>on</strong>g>of</str<strong>on</strong>g> Helensburgh were there is apresumpti<strong>on</strong> in favour <str<strong>on</strong>g>of</str<strong>on</strong>g> development subject <strong>to</strong> a number <str<strong>on</strong>g>of</str<strong>on</strong>g> site specific criteria beingmet.The former school site is allocated for redevelopment for residential purposes by virtue<str<strong>on</strong>g>of</str<strong>on</strong>g> <strong>housing</strong> allocati<strong>on</strong> H-AL 3/1 in the adopted local plan, which <strong>provide</strong>s for 160 unitswith 25% affordability. The site was the subject <str<strong>on</strong>g>of</str<strong>on</strong>g> a detailed planning permissi<strong>on</strong> for a166 dwelling development served by a <str<strong>on</strong>g>roundabout</str<strong>on</strong>g> <strong>access</strong> in April 2008 (07/01955/DET).That permissi<strong>on</strong> has not been implemented due the applicant company having g<strong>on</strong>e in<strong>to</strong>receivership. Although the <str<strong>on</strong>g>roundabout</str<strong>on</strong>g> was approved as part <str<strong>on</strong>g>of</str<strong>on</strong>g> that c<strong>on</strong>sent whichremains valid, it cannot be implemented independently <str<strong>on</strong>g>of</str<strong>on</strong>g> the approved development due<strong>to</strong> the effect <str<strong>on</strong>g>of</str<strong>on</strong>g> pre-commencement c<strong>on</strong>diti<strong>on</strong>s associated with the development as awhole. Accordingly this separate applicati<strong>on</strong> has been submitted which would enablec<strong>on</strong>structi<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> the <str<strong>on</strong>g>roundabout</str<strong>on</strong>g> without the complicati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> it being tied in<strong>to</strong> a detailedc<strong>on</strong>sent for residential development which is not be pursued, but which is now intended<strong>to</strong> be the subject <str<strong>on</strong>g>of</str<strong>on</strong>g> a revised scheme. The extant permissi<strong>on</strong> is a material c<strong>on</strong>siderati<strong>on</strong>in the determinati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> this applicati<strong>on</strong>.As it is proposed <strong>to</strong> c<strong>on</strong>struct a <strong>new</strong> <str<strong>on</strong>g>roundabout</str<strong>on</strong>g> <strong>on</strong> an existing road, the key issuerelates <strong>to</strong> road safety with any impact <strong>on</strong> amenity c<strong>on</strong>sidered minimal. In policy termsPolicy LP TRAN 4 is applicable. Policy LP TRAN 4 deals with development utilising <strong>new</strong>and existing public roads and refers <strong>to</strong> standards appropriate for road c<strong>on</strong>structi<strong>on</strong>c<strong>on</strong>sent. A Site Access Statement has been submitted which c<strong>on</strong>firms that the existingroad network within the surrounding area has the capacity <strong>to</strong> accept the potentialincreased levels <str<strong>on</strong>g>of</str<strong>on</strong>g> traffic and that the <str<strong>on</strong>g>roundabout</str<strong>on</strong>g> is a safe and satisfac<strong>to</strong>ry juncti<strong>on</strong>layout at this locati<strong>on</strong> <strong>to</strong> serve the scale <str<strong>on</strong>g>of</str<strong>on</strong>g> development envisaged in the <strong>housing</strong>allocati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> the adjoining land.As indicated above, the <strong>new</strong> <str<strong>on</strong>g>roundabout</str<strong>on</strong>g> is <strong>to</strong> <strong>provide</strong> <strong>access</strong> <strong>to</strong> the whole <str<strong>on</strong>g>of</str<strong>on</strong>g> the <strong>housing</strong>development <strong>on</strong> the former Hermitage Academy site, the applicants’ intenti<strong>on</strong> being <strong>to</strong>develop part <str<strong>on</strong>g>of</str<strong>on</strong>g> the site <strong>to</strong> <strong>provide</strong> social <strong>housing</strong>. The Area Roads Manager hasindicated no objecti<strong>on</strong>s although he has advised that, in the interests <str<strong>on</strong>g>of</str<strong>on</strong>g> road safety, thec<strong>on</strong>structi<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> the <str<strong>on</strong>g>roundabout</str<strong>on</strong>g> should be complete and operati<strong>on</strong>al as part <str<strong>on</strong>g>of</str<strong>on</strong>g> the publicroad network prior <strong>to</strong> the occupati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> the first house <strong>on</strong> the development for which the<str<strong>on</strong>g>roundabout</str<strong>on</strong>g> is proposed.Applicati<strong>on</strong> 12/00319/PP for the first phase <str<strong>on</strong>g>of</str<strong>on</strong>g> that associated <strong>housing</strong> development hasbeen submitted and is currently being assessed. There are a number <str<strong>on</strong>g>of</str<strong>on</strong>g> c<strong>on</strong>cernsregarding design and it may be withdrawn and not resubmitted or determined prior <strong>to</strong> adecisi<strong>on</strong> being taken <strong>on</strong> this proposal. As such, it is c<strong>on</strong>sidered that the most appropriateway <strong>to</strong> deal with the advice from the Area Roads Manager is <strong>to</strong> ensure that a c<strong>on</strong>diti<strong>on</strong> isattached <strong>to</strong> any subsequent <strong>housing</strong> proposal <strong>to</strong> be served by the <str<strong>on</strong>g>roundabout</str<strong>on</strong>g>, requiringthe <str<strong>on</strong>g>roundabout</str<strong>on</strong>g> <strong>to</strong> be complete and operati<strong>on</strong>al prior <strong>to</strong> the occupati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> the firstdwellinghouse. Given this, it is c<strong>on</strong>sidered that the proposal may be assessed as astand-al<strong>on</strong>e development, in which case it accords with Local Plan policy, does notprejudice the assessment <str<strong>on</strong>g>of</str<strong>on</strong>g> any related <strong>housing</strong> development, and is recommended forapproval.Given the valid points raised by Helensburgh Community Council about the appearance<str<strong>on</strong>g>of</str<strong>on</strong>g> the <str<strong>on</strong>g>roundabout</str<strong>on</strong>g>, it would be appropriate for it <strong>to</strong> have a specific design feature, artwork or landscaping <strong>provide</strong>d it does not c<strong>on</strong>stitute a road safety hazard. The suggesti<strong>on</strong><str<strong>on</strong>g>of</str<strong>on</strong>g> a design competiti<strong>on</strong> could be problematic as the applicant has time c<strong>on</strong>straints in
