Rules and RegulationsIn <strong>Short</strong> <strong>Track</strong> <strong>Speed</strong> <strong>Skating</strong> a pack of four to six Skaters race against each other rather thanagainst the clock. Competitors skate a series of Preliminaries, Heats, Quarter-Finals, Semi-Finals and Finals over 500, 1000 and 1500 meters and Relay Events for National teams(composed of four Skaters) over 3000 meters for Ladies and 5000 meters for Men. Racewinners and second placed Skaters/Teams move up to the next round, fastest thirds (inindividual distances only) may also advance if there is an odd number of Skaters.a. Individual racing rulesRaces are run counter-clockwise meaning that the inner side of the track is on the left handside of the Skater.Overtaking is allowed at all times, but until the Skaters are besides each other, theresponsibility for any obstruction or collision shall be upon the Skater overtaking, providingthe Skaters being overtaken do not act improperly.When a Skater has been lapped once, the Skater may continue the races, preferably on theoutside of the track, provided this does not interfere with nor impedes others Competitors. If aSkater has been lapped twice, that Skater shall leave the race unless there are one or moreSkaters very close to his current race position. Skaters who have left the race on basis of thisRule shall be recorded as “DNS” (did not finish). If the Referee, at his discretion, feels thatthe Skater was prevented from finishing due to reasons beyond the Skaters control, then theReferee may declare the Skater having reached the finish but no time shall be recorded.A Competitor or Team has completed the distance when the Skater has reached the finishingline with the leading tip of the skate’s blade.Infringements:The general racing rule is that the Competitors by their way of skating shall contribute to behonest sporting and safe progress of the race in order to determine the result of the race on itsmerits.Breaches of the racing rules are considered as follows:OFF-TRACK: <strong>Short</strong>ening the distance to be skated with one or both skates on the left side ofthe curve, marked by track marking blocks.IMPEDING: Impeding, blocking, charging or pushing another Competitor with any part ofthe body. Interfere with another Skater by crossing his/her course thereby causing contact.ASSISTANCE: Each Skater competes as an individual. Any assistance from other Skaters is acause for sanctions of all Skaters involved. This does not apply to the push the Skater receivesfrom their teammate in a relay race.KICKING OUT: Kicking out of any skate during any part of a race thereby causing dangerincluding at the finish line or throwing the body across the finishing line is forbidden.5

Relay racing rulesAll members of a Team shall be equally dressed. Teams which do not comply with thisrequirement shall be excluded from participation.A Competitor in the race and is responsible for the Team until that Skater is relayed by aTeam member. Relaying is by touch, which means a Skater is not in the race until that Skaterhas been touched by, or has touched the Skater he is relieving.A Competitor may be relayed at any time except during the last two (2) laps. These laps mustbe skated by one Skater. A warning shot is fired to indicate the start of the last three laps.In the case of a fall during the last two laps, the Skater may be relayed.Relay Infringements:The individual racing rules shall apply to relay races, that is to say for all Members of theTeam, both participating and relayed Team members.Breaches of the Relay racing rules are considered as follows:RELAYING NON TOUCH: The Relay has taken place without a touch or that the touch hasnot been obvious, clearly shown, and seen by the Referee or Assistant Referees.RELAYING DURING THE LAST TWO LAPS: The last relay has not been clearly startedbefore the commencement of the final two laps.c. Sanction for Infringements of the Racing RulesPENALTY: In the case of an infringement of the Racing Rules a penalty is given. TheSkater/Relay Team is disqualified in the relevant race in which the infringement occurred, andis excluded from participating in the next round of the distance concerned. The Skater/RelayTeam forfeits the points/result accrued in that race alone. Points/results accrued prior to thatrace are not affected.YELLOW CARD: If an infringement of the Racing Rules is deemed by the Referee to be anunsafe, harmful or hazardous offense, a yellow card is shown to the infringing Skater. TheSkater/Relay Team is disqualified in the relevant race in which the infringement occurred andexcluded from participating in the next round of the distance concerned. The Skater/RelayTeam forfeits prior points/results accrued in all races over the distance concerned.Any Skater who is shown the yellow card twice in the same competition is sanctioned by ared card, is excluded from the competition immediately and is not ranked in the finalclassification.RED CARD :1) In the case of an infringement which is deemed by the Referee to be intentionallydangerous or grossly negligent, the Skater is shown a red card.2) In the case a Skater is shown two yellow cards in the same competition, the Skater isshown a red card.3) For any action, either on or off ice, not in compliance with Rule 125, a red card mayalso be shown to the Skater.The Skater who is shown a red card is excluded immediately from the competition and is notranked in the final classification. In the case a Skater is shown a red card in a Relay race, hisRelay Team is excluded immediately from the Relay competition and is not ranked in thefinal Relay classification. Individual sanctions for the Skater(s) concerned are also applied.6


<strong>ISU</strong> <strong>Short</strong> <strong>Track</strong> <strong>Speed</strong> <strong>Skating</strong> <strong>Media</strong> <strong>Guide</strong>If a Skater has accumulated two red cards within 12 months, that Skater is automaticallysuspended from all <strong>ISU</strong> Events, the Olympic Winter Games, and International Competitionsfor at least two months or three applicable competitions whichever is the longer period.The Referee’s decision that: (i) there was an infringement of the Racing Rules or (ii) decisionsapproving the announcement of the results showing that there was no infringement are finaland no protests against such decision are allowed (See Rule 123, paragraph 4 c). If theReferee decides that an infringement of the Racing Rules has occurred, a sanction is given asprovided by the Rules.If in the opinion of the Referee and his Assistants, the Skaters are "not racing" they shall stopthe race, declare "no contest" and may give a penalty to Competitor(s).If, during a race, any irregularity that may affect the result does take place, the Referee maystop the race and order an immediate re-start of the race. If the distance has been completedthe Referee may order a re-run of the race after respecting the rest time according to Rule 295,paragraph 2. If any of the Skaters/Relay Teams have been sanctioned under this Rule forconduct occurring before the race is stopped then such Skater(s), and the Skater’s Relay Team(if the race is a Relay race), will not take part in the re-run.Any Skater who causes the race to be stopped is not allowed to take part in the re-start. Thisdoes not apply to the starting procedure. The results of Skater(s) excluded for this reason froma re-start will show ‘no finish’.Sanctions under this Rule must be communicated at the end of each race, to the Skater(s)/Team Coach or Team Leader, Competitors Steward, and over the public address system forthe benefit of the spectators, specifying where and how the Skater(s)/Relay Team concernedmade an infringement and whether there is a consequent advancement.d. World Cup CompetitionsThe World Cup series consists of six Competitions, except in Olympic season where there areonly four Events.The competitions have a single distance character and are held in separate sessions. The firstday is dedicated to all Qualifying Rounds. On the second and third day there is Repechagesessions preceding the World Cup session that day. Competitors who did not qualify for theQuarter-Finals for 500 and 1000 meters and Semi-Finals for 1500 meters in the World Cupsessions, can enter the Repechage session for the distance concerned, except those who weregiven a sanction, did not start or failed to finish in the Qualifying Round. The maximumnumber of Skaters to enter the Repechage session is 40.On the distances 500, 1000 and 1500 meters there is the A and B Finals. Skaters qualify for Aand B Finals only through the Semi-Finals.In World Cup Competitions one of the individual distance is skated twice, a different one ateach World Cup.Relay Teams consist of four or five Skaters, which are all considered as participants. Duringany Relay race in a competition, a maximum of four Skaters shall compete. Entries of Teamswith less than four or more than five Skaters are not accepted. All Skaters of a team mustbelong to the same <strong>ISU</strong> Member.7


<strong>ISU</strong> <strong>Short</strong> <strong>Track</strong> <strong>Speed</strong> <strong>Skating</strong> <strong>Media</strong> <strong>Guide</strong>World Cup Classification:For the purpose of establishing the World Cup Classifications over the Individual Distances,only the best six results from the possible eight Distance Classifications at World CupCompetitions is considered. For the purpose of establishing the World Cup Classificationsover the Relay Distances, only the best four results from the possible six DistanceClassifications at World Cup Competitions is considered.e. <strong>ISU</strong> <strong>Short</strong> <strong>Track</strong> <strong>Speed</strong> <strong>Skating</strong> ChampionshipsThere are three <strong>ISU</strong> Championships held every season, the European Championships, WorldJunior Championships and World Championships.The European and World Junior Championships have an allround character only while theWorld Championships have both an allround and single distances character.The allround classification is build based on the results of each Skater in the three individualdistances, 500, 1000 and 1500 meters. After the completion of the three individual distances,the top eight point scorers and ties on the eighth position will Skate the 3000 meters Super-Final.The winner of the Championships is the Skater having accrued the highest total of points afterthe completion of the three individual distances and the Super-Final. The winner is awardedthe Gold medal. The Skaters placed second and third in the Final Classification after fourdistances are awarded the Silver and Bronze medal respectively.The winning Team of the Championships’ relay competition is the one which has beendeclared winner of the Final race and is awarded the Gold medal. The teams placed secondand third are awarded the Silver and Bronze medal respectively.Points scoring – Overall winners:For the individual distances the final points 34, 21, 13, 8, 5, 3, 2 and 1 are awarded indescending order commencing with the first place. Final points are awarded in the Final raceonly. No points are awarded to Skater(s) who received a yellow card, red card, did not start orfailed to finish the race.Single distance winners:At the World <strong>Short</strong> <strong>Track</strong> <strong>Speed</strong> <strong>Skating</strong> Championships, the winner of the Final race of eachindividual distance is declared World Champion over that particular distance and is awarded aGold medal, the Skaters placed second and third in the Final race are awarded the Silver andBronze medal respectively.9
