Inyo County: There are no landfill sites located within the planning area. The Olanchalandfill has been closed and converted to a transfer station. The Olancha transfer station islocated about a mile east of Olancha on highway 190, and accepts mixed municipal wastes. Thistransfer station has a permitted capacity of 36 cubic yards. There is another limited volumetransfer station on Homewood Canyon Road, about one mile west of Trona-Wildrose Road,which serves the Valley Wells area. The Inyo County Integrated Waste Management Departmentoperates both transfer stations.Kern County: The Kern County Waste Management Department operates Class IIIlandfill sites at Boron, <strong>Mojave</strong>-Rosamond and Ridgecrest. In addition, a transfer station equippedwith 14 three-cubic yard trash bins is available for local resident use in the community ofRandsburg. Property owners are charged a $57 special assessment on their property tax bill forwaste management services. There is no gate fee for residents at the landfills for disposal ofhousehold or yard waste that would normally go into a residential waste can.Commercial/industrial waste disposal fees are $29.00 per ton, and the cost for disposing of deadanimals is $5.00 if 200 pounds for less, and $10.00 for animals larger than 200 pounds. A 50%discount is available for disposal of source separated recyclable materials at a disposal site thathas a recycling program in place for the type of material being disposed.Boron Sanitary Landfill: The Boron landfill is a Class III landfill located in thecommunity of Boron in the southeast portion of the county, and is owned and operated by theKern County Waste Management Department. The 20-acre facility has about 14 acres of disposalarea. The facility is permitted through the California Integrated Waste Management Board for200 tons per day and has a permitted capacity of 1,002,819 cubic yards. Remaining capacity asof June 21, 2001 was 208,632 cubic yards. The estimated closure date for this landfill is 2013.The facility is limited to a landfill; there are no septage ponds. The site is completely fenced withchain-link for security; however, dogs and other scavengers can access the area by digging underthe fence. Ravens are present. The working face is covered daily with a minimum of 6 inches ofcompacted soil or an approved alternate daily cover (ADC) such as a geosynthetic tarp. Litter iscontrolled with a temporary fence that is located downwind from the working face. Litter pickupcrews are deployed after heavy winds.<strong>Mojave</strong>-Rosamond Sanitary Landfill: This Class III landfill is located on Silver QueenRoad in the community of <strong>Mojave</strong>. The facility is owned and operated by Kern County WasteManagement Department. The 40-acre landfill has about 27 acres of disposal area. This facilityis currently being re-permitted to allow for disposal of up to 470 tons per day with a permittedsite capacity of 2,262,243 cubic yards. The facility has a remaining capacity of 443,681cubicyards (as of January 2002 Capacity Study). The estimated closure date for the landfill is 2014.Facilities are limited to an area method type landfill; there are no septage ponds. The site iscompletely fenced with chain-link and hog wire for security. Ravens are present. The workingface is covered daily with a minimum of 6 inches of compacted soil or an approved ADC, suchas a geosynthetic tarp. Litter is controlled with a temporary fence that is located downwind fromthe working face. Litter pick-up crews are deployed after heavy winds.Chapter 3 3-258
