CENTRAL BOARD OF FILMCERTIFICATIONBharat Bhavan, 91-E, Walkeshwar Raod, Mumbai – 400 006Tele : (+91) (022) 23625770/23694343 Fax (022) 23690083The Central board <strong>of</strong> <strong>Film</strong> Certification (known till June 1,1983 as the Central Board <strong>of</strong> <strong>Film</strong> Censors) was set up in Mumbaiwith regional Offices in some other cities (at present there arenine such <strong>of</strong>fices in Mumbai, Kolkata, Chennai, Bangalore,Hyderabad, Thiruvananthapuram, New Delhi, Cuttack andGuwahati). While the work <strong>of</strong> the certification <strong>of</strong> films is aCentral subject, the states have to enforce these Censorshipprovisions and initiate the legal proceedings against <strong>of</strong>fenders.The Organizational Structure <strong>of</strong> the CBFC is based on theprovisions <strong>of</strong> the 1952 Act and the Cinematography(Certification)Rules, 1983. The Chairman and the members areappointed for a term <strong>of</strong> three years <strong>of</strong> till such time as theGovernment may direct. They comprise <strong>of</strong> eminent personsfrom different walks <strong>of</strong> life such as social sciences, law, education,art, films and so on, thus representing cross section <strong>of</strong> society.The CBFC is assisted by the advisory Panel in various regional<strong>of</strong>fices which are headed by Regional Officers. The members <strong>of</strong>these panels are also representative <strong>of</strong> cross section <strong>of</strong> societyand interests. These members hold <strong>of</strong>fice till such time as theGovernment may direct but not exceeding two years. However,members can be re-appointed. The CBFC has been divided intoExamining and Revising Committees to provide a two tier systemsfor certification <strong>of</strong> films. In the event <strong>of</strong> a difference <strong>of</strong> opinionin the Examining Committee <strong>of</strong> the applicant not being satisfiedwith the decision <strong>of</strong> the Examining Committee, the film can bereferred to a Revising Committee.During the period January 2006 to December 2006 the Boardissued a total <strong>of</strong> 10,583 certificates, as against 7418 during 2005,3454 certificates were issued for celluloid films and 7129certificates for video films.
