LITE YoUth Service Project 2Process Cycle ManagementThe core business of the Process Cycle Management (PCM) Division is the creationof an effective and efficient operational platform for the successful implementationmanagement of youth programmes.Key activities and achievements to dateWith the growth in the scale of operations since inception, the <strong>Fund</strong> has had to prioritisethe enhancement of its policies, procedures and processes. The last five years thussaw a focus on strengthening of the back-office support functions. In line with this, theDivision has, among other things, formalised funding approval processes and tools,strengthened its public response capability and formalised its compliance monitoringactivities. Importantly, a Monitoring and Evaluation framework has been adopted thatprovides structure for how monitoring activities and functions are carried out.Quality Management SystemsThe <strong>Fund</strong> is in line for ISO 9001:2000 Quality Management Certification. This followsa careful and intense process of defining key business processes for improvement ofefficiency and effectiveness.Solidarity <strong>Youth</strong> TrustThe Unit has on behalf of the <strong>Fund</strong>established and registered a Trust<strong>Fund</strong> that seeks to provide financialassistance (in scarce skills) in pursuitof JIPSA/ASGISA objectives. The PCMDivision is responsible for the establishmentand the management of the Trust.The affairs of the Trust will be overseenby Trustees.CommunicationsThe Communications Department hasbeen tasked with positioning the <strong>Fund</strong> asa recognised leader in youth developmentand to ensure that the programmes andservices of the <strong>Fund</strong> are well understoodand accepted by young people.Provincial Co-ordinationThe Division played a leading role in the establishment of provincial offices of UYF.This process has enabled UYF to have structured working relationships with keyprovincial stakeholders, some of which to date have co-financing arrangements andjoint programmes with the <strong>Fund</strong>. Such stakeholders include the local municipalities andprovincially based development corporations. To date, the <strong>Fund</strong> has in its employ staffin all provinces.The Provincial Co-ordination portfolio has now been merged with the Corporate Affairsfunction of the <strong>Fund</strong>.Early in 2004 the organisation conductedan awareness survey which indicated thatonly 10% of our target market knew aboutthe programmes and services of the <strong>Fund</strong>.Marketing and communicating the <strong>Fund</strong>and its service offerings became a keyorganisational objective and at the endof the period under review, the combinedmarketing and communication efforts hadreached in excess of 10 million youngpeople in both rural and urban areas.<strong>Umsobomvu</strong> <strong>Youth</strong> <strong>Fund</strong> <strong>2006</strong> <strong>Annual</strong> <strong>Report</strong>25
