operationalreview<strong>Umsobomvu</strong> <strong>Youth</strong> <strong>Fund</strong> <strong>2006</strong> <strong>Annual</strong> <strong>Report</strong>This year <strong>Umsobomvu</strong> launched 83 <strong>Youth</strong> Advisory PointsMaterials DevelopmentThe development and dissemination ofself-help guides and training materialsto youth development organisationsis one mechanism that UYF uses tocommunicate knowledge generated fromthe implementation of projects, to buildthe capacity of these organisations andto enable UYF to scale up its delivery.Through materials, knowledge is sharedwith many organisations, even those thatare not funded by UYF. To date, UYF hasbeen able to:• Develop a curriculum framework toguide providers in developing learningmaterials for the National <strong>Youth</strong> Service(NYS) programme;• Develop a manual for training providerswhich guides them on how to designoutcomes-based programmes and howto get these accredited;• Standardise product content of theContact, Information and Counsellingprogramme;• Develop a manual and guides on UYFprogrammes; and• Design training materials on youthdevelopment and life skills development.Education and Training ProgrammeThrough this Programme, UYF is able to formally build and increase the skills set of itsstaff and delivery agents. The development of interventions is informed by USEP as wellas national human resource development policies.In the past 3 years, the Programme’s main focus was on developing and enhancing thecompetencies of its SPOs. Programmes delivered in this period include:• Provision of on-site technical advice to UYF SPOs;• Orientation programmes for newly appointed SPOs – this is done before commencementof project delivery;• A formal induction programme for UYF staff has been developed and is beingimplemented;• The UYF internship programme has been implemented – 13 interns accepted this year;• Training of UYF and SPO staff in youth development practice – a new trainingprogramme has been designed by UYF and has been used by the DevelopmentPractice SGB to generate standards for the <strong>Youth</strong> Worker Qualifications which will beregistered in June <strong>2006</strong>;• Training of information providers in UYF youth advisory centres in guiding, assessingand referring young people;• Training of technical advisors (TAs) and programme and institutional assessors (PIAs)for the NYS Unit located at and supported by UYF; and• Learning forums for all UYF programmes, wherein SPOs share experiences and learnfrom their peers.UYF has also been active and leading in, as well as financially supported the process ofdeveloping a youth worker qualification.24
