“CULTURAL CAPITAL OF EUROPE – MORE THAN JUST AN EVENT”I like the title <strong>of</strong> our discussi<strong>on</strong> “<strong>Cultural</strong> <strong>Capital</strong> <strong>of</strong> <strong>Europe</strong> – more th<strong>an</strong>just <strong>an</strong> event”. I like it, because this is exactly what it is.The <strong>Europe</strong><strong>an</strong> <strong>Cultural</strong> <strong>Capital</strong>s beg<strong>an</strong> as <strong>an</strong> idea, a visi<strong>on</strong>. Followed byacti<strong>on</strong>. Starting as a cultural event it became <strong>an</strong> instituti<strong>on</strong>. A <strong>Europe</strong><strong>an</strong>instituti<strong>on</strong>.This instituti<strong>on</strong> has been copied <strong>an</strong>d adopted by large regi<strong>on</strong>s <strong>an</strong>dc<strong>on</strong>tinents like the Regi<strong>on</strong> <strong>of</strong> Volga in Russia, the Catal<strong>an</strong> Regi<strong>on</strong>, theCentre <strong>an</strong>d the South <strong>of</strong> America, C<strong>an</strong>ada <strong>an</strong>d recently the United States,the Arab Countries in Africa <strong>an</strong>d Asia.In spite <strong>of</strong> turmoil <strong>an</strong>d wars the city <strong>of</strong> Algiers is this year a <strong>Cultural</strong><strong>Capital</strong>. Jap<strong>an</strong>, India <strong>an</strong>d China, are also interested in creating culturalcapitals. So the event has become a global instituti<strong>on</strong>.The instituti<strong>on</strong> <strong>of</strong> <strong>Europe</strong><strong>an</strong> <strong>Cultural</strong> <strong>Capital</strong>s is not <strong>on</strong>ly what each city isdoing whilst it is a <strong>Cultural</strong> <strong>Capital</strong> but in particular what all the <strong>Cultural</strong><strong>Capital</strong>s are <strong>of</strong>fering together towards <strong>Europe</strong><strong>an</strong> Culture.A network <strong>of</strong> <strong>Cultural</strong> <strong>Capital</strong>s has been formed. It is a link between thecities <strong>an</strong>d the guardi<strong>an</strong> <strong>of</strong> the instituti<strong>on</strong>’s values. It is also <strong>an</strong> org<strong>an</strong>izer<strong>of</strong> <strong>Europe</strong><strong>an</strong> <strong>an</strong>d worldwide cultural projects.The various regi<strong>on</strong>s <strong>an</strong>d c<strong>on</strong>tinents that they have adopted the instituti<strong>on</strong><strong>of</strong> <strong>Cultural</strong> <strong>Capital</strong>s have formed their own networks. In October 2005, inAthens, during the 1 st Internati<strong>on</strong>al Symposium “20 Years <strong>Cultural</strong><strong>Capital</strong>s <strong>of</strong> <strong>Europe</strong>” these networks have formed with the ECCM the“Network <strong>of</strong> the Networks”.The idea <strong>of</strong> creating the instituti<strong>on</strong> <strong>of</strong> the <strong>Europe</strong><strong>an</strong> <strong>Cultural</strong> <strong>Capital</strong>s is atremendous success. And there is no success like success.Why? The key factor <strong>of</strong> this success is the hum<strong>an</strong> element. His ability tothink, to innovate, to create, to develop, to communicate, to underst<strong>an</strong>d,to exch<strong>an</strong>ge ideas, to create a c<strong>on</strong>structive dialogue between cultures <strong>an</strong>dto respect the opini<strong>on</strong> <strong>of</strong> others <strong>an</strong>d the diversity <strong>of</strong> cultures.The city which is a <strong>Cultural</strong> <strong>Capital</strong> shows its character, its traditi<strong>on</strong>s <strong>an</strong>dits c<strong>on</strong>temporary creativity. It is not a festival. It is a meeting place whereartists, intellectuals <strong>an</strong>d scientists, gather to work <strong>an</strong>d exch<strong>an</strong>ge ideastowards the promoti<strong>on</strong> <strong>of</strong> <strong>Europe</strong><strong>an</strong> thought.The <strong>Cultural</strong> <strong>Capital</strong> is a tool for making the citizens participate, feel <strong>an</strong>ddefine new relati<strong>on</strong>ships with the aim <strong>of</strong> giving shape to a <strong>Europe</strong><strong>an</strong>c<strong>on</strong>sciousness which will help guide us to a unificati<strong>on</strong> <strong>of</strong> <strong>Europe</strong>.A recent study commissi<strong>on</strong>ed by the <strong>Europe</strong><strong>an</strong> Commissi<strong>on</strong> has c<strong>on</strong>firmedthat culture is <strong>of</strong> central <strong>an</strong>d growing import<strong>an</strong>ce to the <strong>Europe</strong><strong>an</strong>ec<strong>on</strong>omy. The study has c<strong>on</strong>firmed that no fewer th<strong>an</strong> 5.8 milli<strong>on</strong> people1


are employed in the cultural sector, that whilst the number <strong>of</strong> jobs in the<strong>Europe</strong><strong>an</strong> Uni<strong>on</strong> declined overall in 2004 – 5, the number <strong>of</strong> thoseemployed in the cultural sector in that year actually increased <strong>an</strong>d thatthe cultural sector employs some <strong>of</strong> <strong>Europe</strong>’s best educated <strong>an</strong>d mostflexible workers. The facts speak for themselves.The study merits <strong>an</strong> unequivocal welcome.To those <strong>of</strong> us who are involved <strong>an</strong>d c<strong>on</strong>cerned for the future <strong>of</strong> <strong>Europe</strong><strong>an</strong>culture the study also however c<strong>on</strong>tains within it a certain risk. This is thatat a time when progress is too <strong>of</strong>ten defined in purely commercial,material terms, the study might reinforce a tendency to look up<strong>on</strong> culturalactivity as merely <strong>an</strong>other form <strong>of</strong> ec<strong>on</strong>omic activity. This would be amistake. In the l<strong>on</strong>g march <strong>of</strong> history culture has never been a mere oreven primarily <strong>an</strong> ec<strong>on</strong>omic activity. Here we must be very careful.Culture is much deeper <strong>an</strong>d wider. That doesn’t me<strong>an</strong> that ec<strong>on</strong>omydoesn’t help us to prove the productivity <strong>of</strong> culture. The point is thatculture is generated by its own power creating its own momentum. This isits perennial strength. Culture has cycles <strong>of</strong> germinati<strong>on</strong> <strong>an</strong>d renewal.It now appears that the power <strong>of</strong> culture starts to grow again. I believethat it is this moment which will give to the instituti<strong>on</strong> <strong>of</strong> <strong>Cultural</strong> <strong>Capital</strong><strong>of</strong> <strong>Europe</strong> <strong>an</strong>d the networks, the impetus to unite their forces <strong>an</strong>d worktogether for the promoti<strong>on</strong> <strong>of</strong> this noble idea.But we have to c<strong>on</strong>sider that the emerging gap between public opini<strong>on</strong><strong>an</strong>d the policy <strong>of</strong> the centres <strong>of</strong> power is <strong>of</strong> a great c<strong>on</strong>cern. To bridge it,there is <strong>an</strong> ever greater need for cultural educati<strong>on</strong> not <strong>on</strong>ly in the sense<strong>of</strong> promoting literacy <strong>an</strong>d thereby enh<strong>an</strong>cing participati<strong>on</strong>, but as a form<strong>of</strong> debate to allow people to shape their own destiny <strong>an</strong>d become acreative force.The selecti<strong>on</strong> <strong>of</strong> <strong>Cultural</strong> <strong>Capital</strong>s has now ch<strong>an</strong>ged. Each <strong>Europe</strong><strong>an</strong>country has the resp<strong>on</strong>sibility to nominate the <strong>Cultural</strong> <strong>Capital</strong> City.In Germ<strong>an</strong>y, there were 10 c<strong>an</strong>didate cities <strong>an</strong>d Essen was nominated.Essen was selected with the theme “Tr<strong>an</strong>sformati<strong>on</strong> through Culture –Culture through Tr<strong>an</strong>sformati<strong>on</strong>”.As stated in their catalogue: “Unemployment is high <strong>an</strong>d the development<strong>of</strong> new ec<strong>on</strong>omic structures dem<strong>an</strong>ds creativity, innovati<strong>on</strong> <strong>an</strong>d the abilityto m<strong>an</strong>age ch<strong>an</strong>ge effectively. The 53 towns <strong>an</strong>d cities <strong>of</strong> the Ruhr willhave to join forces, so that, in the competiti<strong>on</strong> <strong>of</strong> regi<strong>on</strong>s, the Ruhr c<strong>an</strong>prevail as a <strong>Europe</strong><strong>an</strong> metropolis <strong>an</strong>d c<strong>on</strong>tribute its special competenciesto the <strong>Europe</strong> <strong>of</strong> the future”.“The tr<strong>an</strong>sformati<strong>on</strong> <strong>of</strong> the industrial city <strong>of</strong> Essen into a modern energy<strong>an</strong>d service metropolis has been both driven <strong>an</strong>d accomp<strong>an</strong>ied by culturaltr<strong>an</strong>sformati<strong>on</strong>”.“Its breath-taking development is the result <strong>of</strong> <strong>an</strong> approach to the artsthat derives from the c<strong>on</strong>victi<strong>on</strong> that culture <strong>of</strong>fers <strong>an</strong> all-embracingenergy capable <strong>of</strong> sustaining a c<strong>on</strong>tinuously ch<strong>an</strong>ging society.”2


“The mainten<strong>an</strong>ce <strong>an</strong>d cultural appropriati<strong>on</strong> <strong>of</strong> industrial facilitiespreviously regarded as obsolete me<strong>an</strong>s that people are able to retain theirhistory <strong>an</strong>d keep their memories while also enabling the realizati<strong>on</strong> <strong>of</strong> <strong>an</strong>ew identity aligned to a new <strong>an</strong>d different future”.I believe that what Essen is doing is remarkable. Its collaborati<strong>on</strong> withfuture nominated cities for urb<strong>an</strong> cultural pl<strong>an</strong>ning is positive. But wemust not forget that Culture is not <strong>on</strong>ly <strong>an</strong> urb<strong>an</strong> cultural development,<strong>an</strong>d as we have stated above, culture has a much broader <strong>an</strong>d deeperme<strong>an</strong>ing.Today, the developed countries form a global village. Never in the history<strong>of</strong> m<strong>an</strong>kind was c<strong>on</strong>tact so easy. Every country <strong>an</strong>d every c<strong>on</strong>tinent isengaged in a c<strong>on</strong>tinuous communicati<strong>on</strong> process. However, it is verydoubtful that this way <strong>of</strong> communicati<strong>on</strong> has achieved much in thepromoti<strong>on</strong> <strong>of</strong> a reciprocal dialogue between people <strong>an</strong>d cultures.Our times are dominated by the pursuit <strong>of</strong> m<strong>on</strong>ey, <strong>an</strong>d by cynicism,mistrust, f<strong>an</strong>aticism, racism, fear, insecurity, terrorism <strong>an</strong>d war.Therefore, we must react <strong>an</strong>d believe in the power <strong>of</strong> culture.Fine arts, poetry, drama, music, science, <strong>an</strong>d care <strong>of</strong> the envir<strong>on</strong>ment areexpressi<strong>on</strong>s <strong>of</strong> culture. However, the me<strong>an</strong>ing <strong>of</strong> culture is much wider<strong>an</strong>d deeper. Civilizati<strong>on</strong>s are formed by what m<strong>an</strong> has said <strong>an</strong>d d<strong>on</strong>e sincethous<strong>an</strong>ds <strong>of</strong> years ago <strong>an</strong>d which, up to now, have been accepted <strong>an</strong>dabsorbed by societies <strong>an</strong>d peoples <strong>an</strong>d have been added to in their habits,thoughts, acti<strong>on</strong>s <strong>an</strong>d memories.Culture absorbs from the past, moulds the present <strong>an</strong>d shapes the future.Culture exists in all our doings, in all our activities. It is knowledge,educati<strong>on</strong>, behavior, resp<strong>on</strong>sibility, underst<strong>an</strong>ding, toler<strong>an</strong>ce <strong>an</strong>d respectfor the others opini<strong>on</strong> <strong>an</strong>d diversity. It is creati<strong>on</strong>, quality <strong>an</strong>d a way <strong>of</strong>life.We all know that when the growth in material goods is not bal<strong>an</strong>ced by aparallel development <strong>of</strong> ideas <strong>an</strong>d values, then the way <strong>of</strong> life produced isc<strong>on</strong>demned to wither <strong>an</strong>d degenerate.Culture is horiz<strong>on</strong>tal. Culture is at the centre <strong>of</strong> our social, ec<strong>on</strong>omic <strong>an</strong>dpolitical life. It goes straight to the hum<strong>an</strong> being. For the betterment <strong>of</strong>the quality <strong>of</strong> life. This is the reas<strong>on</strong> why the network <strong>of</strong> <strong>Cultural</strong> <strong>Capital</strong>s<strong>of</strong> <strong>Europe</strong>, the Municipality <strong>of</strong> Athens <strong>an</strong>d the Melina Mercouri Foundati<strong>on</strong>are org<strong>an</strong>izing a symposium <strong>on</strong> the 18 th <strong>an</strong>d 19 th <strong>of</strong> October 2007.The topics <strong>of</strong> this symposium are:• <strong>Cultural</strong> policy• The role <strong>of</strong> culture• Culture <strong>an</strong>d Ec<strong>on</strong>omy3
