C8.6.2 It may be difficult to obtain environmental permits from federal <strong>and</strong> statepermitting agencies to install <strong>and</strong> operate mooring buoys that disturb the bottom<strong>of</strong> a waterway. Prior to the installation <strong>of</strong> buoys, permits are needed from local,state <strong>and</strong> federal agencies that have jurisdiction.C8.6.3 Boat mooring alternatives that minimize bottom disturbance should beused wherever possible, provided the safety <strong>and</strong> integrity <strong>of</strong> the mooring systemis not compromised. To avoid dragging <strong>of</strong> mooring rodes on the bottom, flexibleelastic rodes can be incorporated into the design, essentially acting as largerubber b<strong>and</strong>s that stretch under load <strong>and</strong> contract when the load lessens. If theenvironmental bottom disturbance issue is not addressed in a permitapplication, a permit might not be issued <strong>and</strong> the proposed moorings might notbe approved for installation <strong>and</strong> operation.NOTESSECTION C Berthing - Page 36
