Brief Project Description:The project aims to strengthen the parliament of Trinidad & Tobago in carrying out its core functionsand responsibilities, based upon a comprehensive approach to parliamentary development.The project will provide support to a new Strategic Development Plan of Parliament, and design a multiyearUNDP project document to support the implementation of the Strategic Plan. Furthermore, theproject will launch a series of initiatives aimed at strengthening the legislative functioning of parliamentand enhance the outreach and communication of the institution. The project will also provide policy andlegal guidance to the parliament leadership with a view to establish the functional autonomy ofparliament. The project will also contribute to the regional networking of parliament.The project is organized on four strategy foundations: promoting national ownership in parliamentarydevelopment; incorporating of ‘lessons learned’ from other parliamentary development projects;knowledge building and knowledge transfer in order to enhance sustainability of the project outcomes;and working cooperatively with other partners.2. Organizational Context:The Project Manager will be housed in the Parliament building, and quality assurance will be given bythe Democratic Governance Programme Officer based in the UNDP T&T Country Office3. Duties and responsibilities:The Project Manager will execute the following core tasks and duties, under the overall guidance of theProject Board, under joint supervision by the Clerk of the House of Representatives and the UNDPDemocratic Programme Officer and in close cooperation with consultants and technical advisersrecruited on a temporary basis by the project:
