CHAPTER 9Hillsborough County Comprehensive <strong>Plan</strong> (Conservation and Aquifer Recharge Element) – Thepurpose of the Conservation and Aquifer Recharge Element of the County’s Comprehensive <strong>Plan</strong>is to provide a plan and policy direction for the preservation, conservation, and management of thenatural resources of Hillsborough County. The plan provides guidelines for future governmentalprograms and decisions related to the protection and enhancement of the County's naturalenvironment, as well as the public health, safety and welfare. The objective of the Conservationand Aquifer Recharge Element is to ensure that the air, land, water and living resources ofHillsborough County remain an asset, rather than become a liability, to the quality of life of allexisting and future inhabitants.Hillsborough County Water Resources Team Goals – The mission of the Hillsborough CountyWater Resource Team is to address water supply and natural resource protection issues, as theyrelate to projects proposed or operated in Hillsborough County by Tampa Bay Water. Specifically,the Water Resource Team is to:• Pro-actively coordinate with Tampa Bay Water to develop new and innovative water supplyprojects that are sensitive to the protection of natural resources• Protect the County's environmental resources from adverse impacts that may result fromwater supply development projects undertaken by Tampa Bay Water• Evaluate the water supply projects proposed by Tampa Bay Water for public health,ecological sustainability and cost effectiveness, in order to influence Tampa Bay Water toimprove the projects in those areas where deficiencies exist• Evaluate the operation of Tampa Bay Water's existing water supply projects andrecommend actions to protect the County's environmental resources from adverse impacts• Evaluate related proposed plans, rules and other initiatives undertaken by the SouthwestFlorida Water Management District and the Florida Department of Environmental Protectionwith the aim of protecting the County's environmental resources and safeguarding thequality of life for citizens of Hillsborough County• Recommend action to the Board of County Commissioners and the Hillsborough CountyEnvironmental Protection Commission that will safeguard the rights of the County, itscitizenry and the Environmental Protection CommissionSouthwest Florida Water Management District Water Management <strong>Plan</strong> (DWMP) - The 2005District Water Management <strong>Plan</strong> (<strong>Plan</strong>) was accepted by the Governing Board in July 2005 andrepresented the second five-year update of the District’s “comprehensive plan.” The <strong>Plan</strong> serves asa guide to the District in carrying out all its water resource management responsibilities, includingthose for Water Supply, Flood Protection, Water Quality and Natural Systems, and also reflects theDistrict’s Management Services support activities. It plays a significant role in ensuringcoordination and consistency of District planning and management, as well as helping to link theDistrict’s activities with the planning and management activities of local governments and otheragencies.9-3 <strong>Rocky</strong>/<strong>Brushy</strong> <strong>Creek</strong> <strong>Watershed</strong> Management <strong>Plan</strong>
