APPROPRIATION - BEHAVIORAL HEALTH SERVICES. It is found and determined by the GeneralAssembly, that the Constitution of the State of Arkansas prohibits theappropriation of funds for more than a one (1) year period; that theeffectiveness of this Act on July 1, 2011 is essential to the operation ofthe agency for which the appropriations in this Act are provided, and that inthe event of an extension of the legislative session, the delay in theeffective date of this Act beyond July 1, 2011 could work irreparable harmupon the proper administration and provision of essential governmentalprograms. Therefore, an emergency is hereby declared to exist and this Actbeing necessary for the immediate preservation of the public peace, healthand safety shall be in full force and effect from and after July 1, 2011.APPROVED: 03/21/20113 02-23-2011 15:57:27 JKG101
