The Police Order 2002 79Safety and Police Complaints <strong>Commission</strong> shall be notified by the Government.(5) The Chairperson <strong>of</strong> the <strong>Commission</strong> shall, with the approval <strong>of</strong> the Government, engage the services<strong>of</strong> a legal advisor on full-time basis.]61[CHAPTER VI]Article 49 – 60CHAPTER VIIISLAMABAD DISTRICT PUBLIC SAFETY COMMISSION1. Establishment.- The Federal Government shall establish Islamabad District Public Safety <strong>Commission</strong> forIslamabad Capital Territory consisting <strong>of</strong> 12 members.2. Composition.- (1) Three members <strong>of</strong> the Islamabad District Public Safety <strong>Commission</strong> shall be elected by theDistrict Council, from amongst its councillors on the basis <strong>of</strong> each member casting only one vote in favour <strong>of</strong> anycontesting candidate through secret ballot.(2) Three members shall be nominated by the Speaker <strong>of</strong> National Assembly from amongst its memberstwo from the treasury and one from the opposition in consultation with the Leader <strong>of</strong> the House and the Leader <strong>of</strong> theOpposition.(3) The remaining six members shall be independent members and shall be appointed by the Presidentfrom a list <strong>of</strong> names recommended by the Islamabad District Selection Panel.(4) One third <strong>of</strong> both the elected and independent members <strong>of</strong> the Islamabad District Public Safety<strong>Commission</strong> shall be women.(5) The Naib Zila Nazim shall request the Chairperson <strong>of</strong> the Islamabad District Selection Panel toconduct the election <strong>of</strong> the members <strong>of</strong> the Islamabad District Public Safety <strong>Commission</strong> referred to in clause (1).(6) The appointment <strong>of</strong> members shall be notified in the Official Gazette.63. Appointment <strong>of</strong> Chairperson. - (1) The Chairperson shall be elected by the members from amongst themselvesannually alternating between independent and elected members.(2) The Chairperson shall preside over the meetings <strong>of</strong> the <strong>Commission</strong>.64. Meeting in the absence <strong>of</strong> the Chairperson. - In the absence <strong>of</strong> the Chairperson Islamabad District PublicSafety <strong>Commission</strong> shall elect one <strong>of</strong> its member to preside over a meeting.65. Selection <strong>of</strong> independent members. - (1) There shall be a Selection Panel for independent members consisting<strong>of</strong> 62 [District and Sessions Judge] who shall be its Chairperson and one nominee each <strong>of</strong> the Federal Government andthe District Government:Provided that such nominee shall not be elected representative or public servant.(2) The selection <strong>of</strong> independent members shall be by consensus.(3) The selection process shall be completed within thirty days from the commencement <strong>of</strong> the selectionprocess.(4) Independent members shall be <strong>of</strong> impeccable integrity and proven pr<strong>of</strong>essional competence in suchfields as social work, law, administration, education, corporate sector, etc66. Functions <strong>of</strong> the Selection Panel.-The selection panel shall invite applications or nominations from the publicfor selection <strong>of</strong> independent members, and after interviewing eligible and willing candidates, forward names <strong>of</strong>persons twice the number <strong>of</strong> appointments to be made to the President.
