The Punjab Police Act 2010 (Draft) 15<strong>Commission</strong>. The remaining posts shall be filled through promotion as prescribed in the rules.(6) Members <strong>of</strong> Punjab Police working in the Telecommunications and Transport Wing, Computer Bureau,Finger Print Bureau and Legal Branch shall constitute a separate Specialist Cadre in each case. The Provincial PoliceOfficer may constitute more Specialist Cadres with such number and ranks <strong>of</strong> members as required. Seniority <strong>of</strong>each rank in a cadre shall be maintained at the provincial level. A member <strong>of</strong> Punjab Police recruited in a specialistcadre and trained for a specialist branch, bureau or section shall not be posted out <strong>of</strong> that branch, bureau or section.(7) A sportsman may be recruited as a constable or Assistant Sub-Inspector on the basis <strong>of</strong> the district orregion <strong>of</strong> his domicile respectively through a standing board constituted by the Provincial Police Officer. It shall beheaded by an Additional Inspector General <strong>of</strong> Police and including two Deputy Inspectors General <strong>of</strong> Police one <strong>of</strong>whom shall be the Director Sports, Punjab Police. The criteria for recruitment, promotions, and seniority shall bedetermined by the said board from time to time with approval <strong>of</strong> the Provincial Police Officer.8. Powers <strong>of</strong> a police <strong>of</strong>ficer. -Every police <strong>of</strong>ficer shall have all the powers and privileges a police <strong>of</strong>ficerthroughout Punjab and be liable to serve at any time in any branch, bureau and section etc.9. Superintendence <strong>of</strong> police. -The superintendence <strong>of</strong> police shall be exercised by the Provincial Governmentin accordance with the provisions <strong>of</strong> this Act.10. Administration <strong>of</strong> police. -(1) Administration <strong>of</strong> police in the province <strong>of</strong> the Punjab shall vest in the ProvincialPolice Officer.(2) The Provincial Police Officer shall exercise such powers and perform such functions and duties andshall have such responsibilities as may be provided by or under this Act and any other law for the time being in force.11. Provincial Police Officer. -(1) The Government shall post a police <strong>of</strong>ficer <strong>of</strong> the rank <strong>of</strong> Inspector General <strong>of</strong>Police as Provincial Police Officer <strong>of</strong> Punjab .(2) During temporary absence <strong>of</strong> the Provincial Police Officer, the Government may empower an AdditionalInspector General <strong>of</strong> Police to exercise all or any <strong>of</strong> the powers, perform all or any <strong>of</strong> the functions and duties, anddischarge all or any <strong>of</strong> the responsibilities <strong>of</strong> the Provincial Police Officer.(3) The Provincial Police Officer may, by a general or special order, empower any <strong>of</strong>ficer subordinate to himto exercise and perform all or any <strong>of</strong> the powers, functions or duties to be exercised or performed under this Act orrules.12. Term <strong>of</strong> <strong>of</strong>fice <strong>of</strong> Provincial Police Officer. -(1) The term <strong>of</strong> <strong>of</strong>fice <strong>of</strong> Provincial Police Officer posted undersection 11 shall be at least three years from the date <strong>of</strong> his posting.13. Posting <strong>of</strong> Additional Inspectors General <strong>of</strong> Police. -The Provincial Police Officer may, with the approval <strong>of</strong>the Government, post such number <strong>of</strong> Additional Inspectors General <strong>of</strong> Police to assist him in the efficient performance<strong>of</strong> his duties as the Government may deem fit.14. Posting <strong>of</strong> Deputy Inspector General, Senior Superintendent, Superintendent, Assistant Superintendent,Deputy Superintendent. -(1) The Provincial Police Officer may, with the approval <strong>of</strong> the Government, may postsuch number <strong>of</strong> Deputy Inspectors General <strong>of</strong> Police as the Government may deem fit.(2) Provincial Police Officer shall post Senior Superintendents, Superintendents, Assistant and DeputySuperintendents <strong>of</strong> Police.(3) Every <strong>of</strong>ficer posted under clause (1) and clause (2) shall exercise and perform such powers, functionsand duties, as assigned to him under this Act, or any other law for the time being in force.15. Posting <strong>of</strong> the head <strong>of</strong> district police. -(1) The Provincial Police Officer, with the approval <strong>of</strong> the Government,may post an <strong>of</strong>ficer not less than the rank <strong>of</strong> a Senior Superintendent <strong>of</strong> Police as the head <strong>of</strong> district police who shallbe called the District Police Officer.Provided that in a district where the size <strong>of</strong> police establishment is more than five thousand the head<strong>of</strong> district police shall be called the City Police Officer who shall be an <strong>of</strong>ficer not less than the rank<strong>of</strong> Deputy Inspector General <strong>of</strong> Police and posted as provided in section 14(1).
