The Punjab Police Act 2010 (Draft) 13z. ‘sub-division’ means a jurisdiction comprising one or more police stations and headed by an Assistant orDeputy Superintendent <strong>of</strong> Policeaa. ‘transfer <strong>of</strong> investigation’ takes place when a head <strong>of</strong> district police, a Regional Police Officer or theProvincial Police Officer takes the investigation <strong>of</strong> a case away from one <strong>of</strong>ficer and hands it over toanother <strong>of</strong>ficer or a team <strong>of</strong> <strong>of</strong>ficers within his jurisdiction by an express order in accordance withsection 22;bb. ‘vehicle’ includes any conveyance <strong>of</strong> any description mechanically propelled or otherwise.(2) All references in respect <strong>of</strong> District Superintendent <strong>of</strong> Police in any law in force shall mean head<strong>of</strong> district police posted under section 15 <strong>of</strong> this Act.(3) Words and expressions used in this Act but not defined specifically shall have the same meaningas provided in the General Clauses Act 1897, the Code <strong>of</strong> Criminal Procedure 1898, and the <strong>Pakistan</strong> Penal Code1860.CHAPTER IIRESPONSIBILITIES AND DUTIES OF THE POLICE3. Attitude and responsibilities <strong>of</strong> police towards the public. -It shall be the duty <strong>of</strong> every police <strong>of</strong>ficer to -(a) behave with the members <strong>of</strong> the public with due decorum and courtesy;(b) promote harmony in the community;(c) guide and assist members <strong>of</strong> the public particularly the poor, disabled or physically weakand children who are either lost or find themselves helpless on the streets or other public places.4. Duties <strong>of</strong> police. -(1) Subject to and in addition to those conferred by any other law in force, it shall be the duty<strong>of</strong> every police <strong>of</strong>ficer to -a. protect life, property and liberty <strong>of</strong> citizens;b. maintain law and order and security;c. ensure that the rights and privileges, under the law, <strong>of</strong> a person taken in custody, are protected;d. prevent the commission <strong>of</strong> <strong>of</strong>fences and public nuisance;e. detect and bring <strong>of</strong>fenders to justice;f. collect intelligence relating to matters affecting public peace, and all kind <strong>of</strong> crimes including social<strong>of</strong>fences, extremism, terrorism and other matters relating to national security, and disseminate the sameto all concerned agencies, besides acting, as appropriate on it themselves.g. keep order and prevent obstruction on public roads and in the public streets and thoroughfares at fairsand all other places <strong>of</strong> public resort and in the neighbourhood <strong>of</strong> and at the places <strong>of</strong> public worship;h. regulate and control traffic on public roads and streets;i. take charge <strong>of</strong> all unclaimed property and to prepare its inventory;j. apprehend all persons whom he is legally authorised to apprehend and for whose apprehension, sufficientgrounds exist;k. ensure that the information about the arrest <strong>of</strong> a person is promptly communicated to a person <strong>of</strong> hischoice;l. enter and inspect without a warrant on reliable information any public place, shop or gaming-housewhere alcoholic drinks or narcotics are sold or weapons are illegally stored and other public places <strong>of</strong>resort <strong>of</strong> loose and disorderly characters;
