Establishment <strong>of</strong> Capital City District Public Safety <strong>Commission</strong>. —— (1) Every Provincial Governmentshall establish a Capital City District Public Safety <strong>Commission</strong> for Provincial headquarters consisting <strong>of</strong> twelvemembers each.(2) Three members <strong>of</strong> the commission referred to in subsection (1) shall be elected by the respectiveZila Council from amongst its members in the manner as may be prescribed by rules, and three members shall beelected by such Provincial Assembly from amongst its members, as far as practicable, a proportion to the strength <strong>of</strong>the political parties in the Assembly.(3) The remaining six members shall be independent members to be appointed by the Chief Executive<strong>of</strong> the Province from a list <strong>of</strong> persons recommended by the Capital City District Selection Panel.(4) As far as practicable, one-third <strong>of</strong> both the elected and the independent members <strong>of</strong> the <strong>Commission</strong>shall be women.(5) The members <strong>of</strong> the <strong>Commission</strong> shall, from amongst themselves, elect a Chairperson:Provided that until elections to the Provincial Assembly are held, the members under subsection (3) shall beappointed by the Chief Executive <strong>of</strong> the Province:Provided further that until appointment <strong>of</strong> independent member is made, the members elected by the ZilaCouncil under subsection (2) and those appointed by the Chief Executive <strong>of</strong> the Province under proviso to subsection(5) shall constitute the <strong>Commission</strong>.53. Capital City District Selection Panel for the appointment <strong>of</strong> independent members. — (1) There shall bea Capital City District Selection Panel for the preparation <strong>of</strong> the list <strong>of</strong> the persons for appointment as independentmembers consisting <strong>of</strong> Chief Justice <strong>of</strong> the High Court who shall be its Chairperson, and one nominee each <strong>of</strong> theChief Executive <strong>of</strong> the province and Zila Nazim who shall not be holder <strong>of</strong> any elective <strong>of</strong>ficer nor shall be a publicservant.(2) The selection for independent members shall be by consensus.(3) The selection process shall be completed within thirty days.54. Procedure for selection <strong>of</strong> Independent members. — The procedure provided under sections 50 and 51 shallbe applicable for selection <strong>of</strong> the names <strong>of</strong> the independent members <strong>of</strong> the Capital City District Public Safety<strong>Commission</strong>.55. Functions <strong>of</strong> the District Public Safety <strong>Commission</strong>. — (1) The functions <strong>of</strong> the District and Capital CityDistrict Public Safety <strong>Commission</strong> shall be to—(a)(b)(c)provide recourse to the District Superintendent <strong>of</strong> Police for reporting against any unlawful ormotivated order from any authority received by him or any <strong>of</strong>ficer subordinate to him;determine in consultation with the District Superintendent objectives for the policing <strong>of</strong> thedistrict for each financial year;approve a local policing plan prepared by the District Superintendent in consultation with theZila Nazim setting out the arrangements for the policing <strong>of</strong> the district during the year:Provided that the local policing plan prepared in consultation with the District Superintendent shall include—(d)(i) a statement <strong>of</strong> the financial resources expected to be made available by the provincial/localgovernments; and(ii) performance targets for the year and their delivery mechanism;evaluate the delivery <strong>of</strong> performance targets on quarterly basis and send half-yearly reports to
