The ROs should forward the report to the Zila Nazim. The Zila Nazim should forward the report tothe Countersigning Officer within two weeks <strong>of</strong> receipt after filling Part IV. The COs should then finalize theircomments in Part V within two weeks <strong>of</strong> receipt <strong>of</strong> PER. The Second Countersigning Officers, if any, shouldalso complete their assessment within a period <strong>of</strong> two weeks.Name and designation <strong>of</strong> Reporting Officer/Zila Nazim/Countersigning Officers should be clearly written.Comments should be legible and in the prescribed format and which can be easily scanned.Personnel Number is to be filled in by the <strong>of</strong>ficer under report, if allotted.Pr<strong>of</strong>orma has been devised in English/Urdu to provide flexibility to RO/ZN/CO in the choice <strong>of</strong> language.Comparative grading only applies to <strong>of</strong>ficers falling in very good, good and average categories. Inserted by the Police Order (Amendment) Ordinance, 2009.The Amendment Ordinance <strong>of</strong> 2004 was re-promulgated innumerable times. However, it was never passed by theParliament. It was promulgated as the Police Order (Amendment) Ordinance, 2007, by the Musharraf-led governmentin July 2007 and was given protection under the Provisional Constitution Order, 2007. It lost its validity after theSupreme Court in its famous judgment <strong>of</strong> 31 July 2009, directed all the ordinances protected under the Provisional(Constitution) Order, 2007, to be laid before the Parliament for consideration. The ordinance was laid before theNational Assembly as a bill in November, 2009; however, it never passed through the stage <strong>of</strong> consideration by theNational Assembly’s Committee on the Interior. This has created a serious legal confusion and vacuum. Though theOrdinance was repromulgated in November, 2009 by the President <strong>of</strong> <strong>Pakistan</strong> as the Police Order (Amendment)Ordinance, 2009 (XLIV <strong>of</strong> 2009) which lapsed in late March 2010, whereafter it has not been repromulgated. Section 27<strong>of</strong> the Constitution (Eighteenth Amendment) Act, 2010 (w.e.f. 19 April 2010) prohibited repromulgation <strong>of</strong> presidentialordinances once they lapse at the expiry <strong>of</strong> one hundred and twenty days. Ordinances may further be extended by theNational Assembly through resolution only once for a period <strong>of</strong> one hundred and twenty days.3.
