Article 28Local Unions in an attempt to bring about an agreement as to how to fully capitalize on<strong>the</strong> opportunities in a manner that is equitable to <strong>the</strong> employees who would be involved.The parties agree to reopen <strong>the</strong> provisions of this Article for modification if a significantand relevant change in <strong>the</strong> law is made which affects transportation across <strong>the</strong> bordersto Canada or Mexico.ARTICLE 29.JUMBO JETSIt is recognized by both Employers and Unions that during <strong>the</strong> term of this contract<strong>the</strong>re will come into existence a new and radically different distribution system bymanufacturers because of <strong>the</strong>ir use of jumbo jets. The parties have reason to believethat instead of being adversely affected as in <strong>the</strong> case of <strong>the</strong> tri-level rail cars, <strong>the</strong>Employers and <strong>the</strong> Unions could work out an industry plan which would induce <strong>the</strong>manufacturers to expand <strong>the</strong>ir use of truck transportation as a permanent part of <strong>the</strong>ircontemplated distribution system.To carry out such objectives, <strong>the</strong> <strong>National</strong> Joint Negotiating Committee shall establish apermanent subcommittee to meet, discuss and carry out any negotiations withrepresentatives of manufacturers and make recommendations to <strong>the</strong> <strong>National</strong> JointNegotiating Committee, which Committee shall, after full hearing, and after fur<strong>the</strong>rinvestigation and study, if necessary, make final decisions as it may deem necessary toaccomplish <strong>the</strong> aforementioned objectives.Section 1.ARTICLE 30.JOINT HEALTH AND SAFETY COMMITTEE(a) The Employers and <strong>the</strong> Unions toge<strong>the</strong>r shall create <strong>National</strong> and Area JointCommittees of qualified representatives for <strong>the</strong> purpose of consulting among<strong>the</strong>mselves and with appropriate government agencies, state and federal, on mattersinvolving safety and health of <strong>the</strong> employees, including highway and equipment safety.(b) At each terminal location, <strong>the</strong> Employer and <strong>the</strong> Local Union shall form aLocal Joint Safety Committee composed of both Employer representatives andemployees designated by <strong>the</strong> Local Union, in writing, not to exceed three (3) in number,or any o<strong>the</strong>r mutually acceptable number. The Local Joint Safety Committee shall meetat mutually acceptable times and places in order to investigate and adjust mattersinvolving health and safety, damage prevention and night time deliveries.
