Article 7Section 14.All meetings of Joint Arbitration Committees referred to in this Article must be attendedby each member of <strong>the</strong> Committee or an alternate.Section 15.Claims made by Employers for overpayment of wages and claims made by employeesfor underpayment of wages, when upheld by an appropriate Joint ArbitrationCommittee, shall be limited to sixty (60) days prior to <strong>the</strong> date <strong>the</strong> claim was filed.Section 16.FinancingThe Multi-State, Area or <strong>National</strong> Joint Committees must provide a method for financing<strong>the</strong> costs directly arising from administration of <strong>the</strong> Joint Committees and set forth <strong>the</strong>seprovisions in <strong>the</strong>ir respective Rules of Procedure.Section 17.Standing Seniority Committee(a) The Local Union and Employer agree that all issues arising under orgrievances alleging violations of Article 5, Sections 4, 5, 7 and 8 shall be submitted to aStanding Seniority Committee.(b) The members of <strong>the</strong> Standing Seniority Committee shall consist of an equalnumber of Local Union and Company representatives who shall be appointed withinsixty (60) days of ratification of <strong>the</strong> agreement by <strong>the</strong> <strong>National</strong> Joint Committee Co-Chairpersons. They shall serve through <strong>the</strong> duration of <strong>the</strong> contractual agreement.(c) The specific panel members of <strong>the</strong> Standing Seniority Committee shall beappointed by <strong>the</strong> <strong>National</strong> Co-Chairpersons in advance of any hearing. No member of<strong>the</strong> Standing Seniority Committee panel shall be directly involved in <strong>the</strong> senioritydispute or grievances pending before <strong>the</strong> Standing Seniority Committee.(d) The Standing Seniority Committee shall convene regularly in conjunction with<strong>the</strong> scheduled meetings of <strong>the</strong> <strong>National</strong> Joint Committee and at o<strong>the</strong>r times <strong>the</strong> Co-Chairpersons may designate.(e) The Standing Seniority Committee Rules of Procedure shall be promulgatedby <strong>the</strong> <strong>National</strong> Joint Committee and shall be incorporated in that Committee's Rules ofProcedure. The Rules shall include a requirement that each party furnish <strong>the</strong> Standing37
