The Fertilizer and Pesticide Authority, through the General Appropriations Act forFY 2013 intends to apply the sum of seven hundred fifty thousand pesos (PhP750,000.00) being the Approved Budget for the Contract (ABC) to payments under thecontract for the Improvement of FPA Laboratory. Bids received in excess of theABC shall be automatically rejected at bid opening.2. The Fertilizer and Pesticide Authority now invites bids for the Improvement of FPALaboratory Completion of the Works is required immediately. Bidder must have anexperience of having completed at least one (1) contract that is similar to the contract tobe bid, and whose value, adjusted to current prices using the NSO consumer priceindices, must be at least fifty percent (50%) of the ABC to be bid: provided, however,that contractors under Small A and Small B categories without similar experience onthe contract to be bid may be allowed to bid if the cost of such contract is not more thanfifty percent (50%) of the Allowable Range of Contract Cost (ARCC) of theirregistration based on the guidelines as prescribed by the PCAB. The description of aneligible bidder is contained in the Bidding Documents, particularly, in Section II.Instructions to Bidders.3. Bidding will be conducted through open competitive bidding procedures using nondiscretionarypass/fail criterion as specified in the Implementing Rules and Regulations(IRR) of Republic Act 9184 (RA 9184), otherwise known as the “GovernmentProcurement Reform Act”.Bidding is restricted to Filipino citizens/sole proprietorships, partnerships, ororganizations with at least seventy five percent (75%) interest or outstanding capitalstock belonging to citizens of the Philippines.4. Interested bidders may obtain further information from the Fertilizer and PesticideAuthority and inspect the Bidding Documents at the address given below from 8:00am – 5:00 pm.5. A complete set of Bidding Documents may be purchased by interested Bidders from theaddress below and upon payment of a nonrefundable fee for the Bidding Documents inthe amount of PhP 750.00.
It may also be downloaded free of charge from the website of the PhilippineGovernment Electronic Procurement System (PhilGEPS) and the website of theProcuring Entity, provided that bidders shall pay the fee for the Bidding Documents notlater that the submission of their bids.6. Bids must be delivered to the address below on or before August 13, 2013, 10:00 am atthe 3 rd Floor, FPA Bldg., BAI Compound, Visayas Avenue, Diliman, Quezon City.All bids must be accompanied by a bid security in any of the acceptable forms and inthe amount stated in ITB Clause 18.Bids will be opened in the presence of the bidders’ representatives who choose to attendat the address below. Late bids shall not be accepted.7. The Fertilizer and Pesticide Authority reserves the right to accept or reject any bid,to annul the bidding process, and to reject all bids at any time prior to contract award,without thereby incurring any liability to the affected bidder or bidders.8.
