Our members support short fi lm, documentaries, feature fi lms, TV fi ction programmes and multimedia productions. Cine-Regio encourages cross-border co-operation between regional fi lm funds and promotes regional audiovisual interests across Europe, including members’ interests towards the European Commission and other organisations which play a role in determining the set of rules and conditions for regional fi lm funds in Europe. The Cine-Regio members are quite diff erent in political and cultural background, including the “size” of funding available, purpose of the funding, experience and expectations from the local government. Therefore the members of Cine-Regio combined possess a great variety of skills, experience and knowledge. Cine-Regio would like to make these qualities visible to one another and to the local, national and European authorities, and accessible to regions looking to explore the opportunities of creating a fi lm fund. As of November 2007 Cine-Regio counts 30 members from 15 countries. Cine-Regio’s main objectives are knowledge-sharing, fi lm policy making and to strengthen the co-production environment for the benefi t of the European fi lm makers. The Berlin International Film Festival launched the World Cinema Fund in 2004, initiated by the German Federal Cultural Foundation (Kulturstiftung des Bundes) and in co-operation with the Goethe Institute, to support fi lmmakers in developing countries and regions which lack a constructive fi lm industry in Africa, Latin America, the Middle East and Central Asia. As of 2007, the WCF also includes countries in Southeast Asia and the Caucasus in its funding programme. The World Cinema Fund has an annual budget of about 500.000 € at its disposal. The aim of the World Cinema Fund is to help the realisation of fi lms which otherwise could not be produced, i.e. feature fi lms and creative featurelength documentaries with a strong cultural identity. Another important goal is to strengthen the profi le of these fi lms in German cinemas. The World Cinema Fund will provide support in the fi elds of production and distribution. Production companies from the above mentioned regions as well as German production companies working with a director from these regions can apply for production funds. In order to receive such funds, a German partner is required. However, the fi lm does not necessarily have to be a co-production, and the funding amount is to be spent in the WCF focus regions.
