We conduct over 150 NFA Field andDirect Delivery programs each year to departments across Texas.Area Schools — Area Schools are conducted in conjunction with local fire departments. In most cases, the local fire department provides thenecessary facilities and equipment while the fire department and guest instructors conduct the courses. Past Presidents Jack King and DonHoffman spoke on the history of the SFFMA.This information provided valuable educationfor the room full of District Officers and otherinterested parties.I was so proud of our fire service during the threatof Hurricane Dean that began during the DistrictOfficers Symposium. The SFFMA, along withthe Texas <strong>Fire</strong> Chiefs Association asked that fireservice personnel be ready for deployment whenneeded for hurricane relief. 120 departmentsresponded offering equipment and personnel.Thanks to each and every one of you who stoodready to help our citizens in time of need.Attendance was down this year at the Texas A&MMunicipal School. One of our immediate goals isto determine why this was true and what SFFMAcan do to influence attendance positively in thefuture. The school is one of the most valuablecomponents of training that the fire service hasto offer and we want to insure that everyone whowishes to has an opportunity to attend.The President’s ForumOur hearts, thoughts and prayers are extendedto the families of the Noonday Volunteer <strong>Fire</strong>Department on the tragic loss of two of theirvolunteer firefighters. Let’s remember them inour prayers.In November we will begin work with theFinance Committee on the 2008-2009 budget.In addition, we will begin work on the nextfive year strategic plan. All of the items fromthe last five year plan are now complete and weare at an exciting time, beginning planning forthe next one. For all of us, Board members andmembership alike, accomplishing the goals ofthe plan is hard work, but as an organization, weaccomplish great things.It is travel time once again for the Board and thestaff as we attend the statewide District meetings.Our objective is to make sure that we arerepresented at each of your meetings, althoughmeetings on the same day at opposite ends ofthe <strong>State</strong> sometimes present a challenge. SFFMA Announces Availability ofPooled Investment AlternativeNew service allows volunteer departments and districts to earncompetitive yields on excess reservesAustin, TX (August 27, <strong>2007</strong>) The <strong>State</strong> <strong>Fire</strong>men’s & <strong>Fire</strong> Marshals’Association of Texas, the leading fire service association in the state,announced today the SFFMA Texas <strong>Fire</strong> Investment Pool (TFIP) - apooled investment program designed to improve access for volunteerfire departments to competitive yields on excess building and equipmentreserve funds. The TFIP is offered in partnership with GovernmentCapital Corporation and First Community Bank The Woodlands, whowill serve as the program administrator.The Texas <strong>Fire</strong> Investment Pool offers safety, security and easy accessto funds via on-line access. All deposits up to $100,000 are FDICinsured, with balances exceeding $100,000 being secured with eligiblesecurities. In addition, with the low minimum opening balancerequirement, combined with the earning power of jumbo depositors,it offers member departments many of the benefits which are typicallyavailable only to governmental agencies.“For many departments that are setting aside funds for capitalimprovements or equipment, having easy access to competitiveyields is important. SwadleyJr. Fund.”For more information about the Texas <strong>Fire</strong> Investment Pool, pleasevisit www.texasfirefund.comUSFA Releases 2006 Report on<strong>Fire</strong>fighter FatalitiesThe United <strong>State</strong>s <strong>Fire</strong> Administration (USFA) has released thereport “<strong>Fire</strong>fighter Fatalities in the United <strong>State</strong>s in 2006.” 106firefighters died while on duty in 2006.For two decades, the National <strong>Fire</strong> Data Center (NFDC) haskept track of firefighter fatalities and conducted an analysis ofthe fatalities that occur each year. Through the collection ofinformation on the causes of firefighter deaths, the USFA is ableto focus on specific problems and direct efforts towards findingsolutions to reduce the number of firefighter fatalities in thefuture. This information is also used to measure the effectivenessof current efforts directed toward firefighter health and safety.The National <strong>Fall</strong>en <strong>Fire</strong>fighter Foundation maintains the list offirefighters who die in the line-of-duty and are honored duringthe annual National <strong>Fall</strong>en <strong>Fire</strong>fighters Memorial Weekend.The names of these firefighters are commemorated on a plaquethat is permanently installed at the National <strong>Fall</strong>en <strong>Fire</strong>fighterMemorial in Emmitsburg, Maryland. A list of the firefightersbeing honored by the National <strong>Fall</strong>en <strong>Fire</strong>fighter Foundation for2006 (a total of 91) can be found in Appendix D of the report.The unique and specific objective of “<strong>Fire</strong>fighter Fatalities inthe United <strong>State</strong>s” is to identify all on duty firefighter fatalitiesthat occurred in the United <strong>State</strong>s and its protectorates, and topresent in summary form the circumstances surrounding eachoccurrence. In addition to the 2006 overall findings, this studyincludes information on the hazards to firefighters presented byengineered lumber when it is exposed to fire conditions.An overview of the 106 firefighters that died while on duty in 2006:• 77 volunteer firefighters and 29 career firefighters died while on duty.• There were 6 firefighter fatality incidents where 2 or more.. .firefighters were killed, claiming a total of 17 firefighters’ lives.• 22 firefighters were killed during activities involving brush, grass,or wildland firefighting.• Activities related to emergency incidents resulted in the deaths of61 firefighters.• 36 firefighters died while engaging in activities at the scene of a fire.• 15 firefighters died while responding to or returning from.. .emergency incidents.• 9 firefighters died while they were engaged in training activities.• 20 firefighters died after the conclusion of their on duty activity.• Heart attacks were the most frequent cause of death for 2006, with50 firefighter deaths.• 19 firefighters were killed as a result of vehicle crashes.This report continues a series of annual studies by the USFA ofon duty firefighter fatalities in the United <strong>State</strong>s. FIRE BASED EMS IN TEXAS:TIME TO BE HEARDCertainly the concept of fire based EMS in Texas is notnew. There are departments all across Texas that havebeen providing some component of EMS response formany years. Whether career or volunteer, the level ofservice ranges from basic life support first responseto staffing and running the ambulance service for thecommunity. Many communities have seen the scope ofEMS grow and change to meet the current local need.The small volunteer first responder groups have, in manycases, emerged into full practice fire and EMS responsesystems largely due to community need.The picture of EMS in Texas varies greatly from place toplace, with some areas utilizing private sector agenciesto do their emergency responses, other areas utilizingthird city services, and then of course, the fire basedEMS agencies. Regardless of organization, the goal of allEMS providers is the same, to provide a service to thecommunities that they serve. We are united in that goal,however, we do not have a common point of unity in ourvoice across the <strong>State</strong>. GETAC has done a wonderfuljob of providing a forum for the voice of EMS to beheard across Texas, and they have been able to makerecommendations and influence legislation that havebeen positive for our cause. However, SFFMA wants totake this effort one step further. As an organization with18,000 members, and most of those members performingEMS activities in some form, we seek to combine ourefforts in several different ways: 1. To develop an EMSEducational Track at our conference in June every year,2. To develop, in association with TEEX, an EMSLeadership Academy and Certification Program, and3. To work with and eventually partner with other EMSorganizations across Texas as we constantly strive forexcellence in EMS practice.Regardless of where you live, big city, small town, orpioneer country, you know what the needs of yourcommunity are as well as the needs of your organization.We need to hear from you, and we welcome yourparticipation on any level that you choose. “A FamilyCommitmentto Public Service”Donnie’s fire service experience began early in life. He remembers jumping into an old fire truck with his Daddy when he was barely able to see out ofthe window. His Dad, Wilson Pickard, was one of the first volunteers in Ovilla, along with cousin Bill Curry. Donnie’s parents were always part of thecommunity; His Dad was first mayor of Ovilla, and his parents ran the general store in town for 60 years. Donnie was raised in a house across the streetfrom the fire station, so it seemed to be a natural transition, that in 1974, when Donnie graduated from high school, he would join the Ovilla Volunteer<strong>Fire</strong> Department.The early fire service years were fun and exciting, but Donnie realized early that there was much more to the fire service than responding to calls. Ina position to see the bigger picture, he began to realize that the community and its members had many needs, and that many of those needs were forpublic service. There were trees that needed trimming, brush to be hauled out of the roads, hands that needed holding during times of grief. Donniebegan to realize that he had been blessed in a special way, to be in a position to help those in need in the community and beyond, and he affirmed hiscommitment to meet those needs.Rising to the position of Chief of the Department in 1986, Donnie credits much of his early success to his predecessor, Chief Bill Hamilton, his firstmentor, who was instrumental in grooming and preparing Donnie for his fire service role. In addition, he had many family members who helped guidehim along the way. Wilson Pickard, his Father, was always committed to public service, along with Murrell Porter, retired DeSoto <strong>Fire</strong> Chief, Fred Hart,current DeSoto <strong>Fire</strong> Chief, and Charles Ray Sims, retired Cedar Hill <strong>Fire</strong> Chief, along with several other “firefighting” cousins.EMS came along for Donnie in the early 1980’s, earning his Paramedic certification in 1983. With his support and guidance, along with that of BillHamilton, Ovilla began an impressive first responder program, being the first organization in Ellis County to be an advanced life support program.Once again, as with the fire service, Donnie realized that the community and the surrounding area had a need for the services that he and the other firstresponders could provide, and has made it his life’s work to provide those services whenever possible. “The fire department is in a unique positionin the community“, says Donnie. We are in a position to help, to guide, to influence those who look to us for assistance. We have to take that seriouslyand always have the right information and the right form of assistance, regardless of what the request might be. If we cannot help, then we have aresponsibility to make sure that other resources are made available to the people that we serve, so that their needs are met”.Donnie worked full time at Sweetheart Cup Company in Dallas from 1974-2000. After hours though, he was as involved in the fire service as anyonecould be. He worked locally, and went through the chairs of the North Texas District, serving as President of North Texas in 1990. Current and pastBoard members of the North Texas District have always supported and mentored Donnie in the fire service and continue to do that today.Along with paramedic certification in the early 1980’s, Donnie was introduced to the SFFMA. Here was an organization who was dedicated toproviding assistance to volunteer firefighters, and also a forum for them to be heard. He attended his first symposium around that time, and has beencommitted to the SFFMA ever since. He became certification representative for Zone 9 in the early 1990’s, and continues that service today. In 1998Donnie was awarded the honor of <strong>State</strong> <strong>Fire</strong>fighter of the Year for the SFFMA. Soon after he was encouraged to run for the Executive Board by Boband Mike Looney, along with other members of the North Texas District. He ran and was elected to the Board in Galveston in 2003. Looking beyondhis years on the Board, Donnie is anxious to continue to serve the SFFMA and to help meet the needs of firefighters and EMS personnel, both locallyand around the <strong>State</strong>.Some of the goals for Donnie’s presidential year include the update on the five year plan, the planning for the implementation of the International<strong>Fire</strong>fighter Certification being planned by SFFMA and TEEX, development and implementation of the EMS component of SFFMA, to increasemembership statewide, and to further support the SFFMA as they endeavor to obtain grants for volunteer firefighter entities. “A critical component ofthe work of the SFFMA is our work with TEEX. We must have quality training in order to be safe, and to make sure that our firefighters are safe andknow what to do. TEEX is critical to that process”.Donnie has always had support for his activities in the fire service in his immediate and extended family. Wife Karen, an RN Paramedic, has beeninvolved and has worked in and around the fire service for many years. She supports him and his goals for the community and the <strong>State</strong>. Donnie hassome outside activities, even though his commitment to the fire service and SFFMA consumes much of his time. He is a good cook, and does most of thecooking at home. He is an avid gardener, and with a good rain, and a little time, has vegetables to offer throughout the spring and summer. In addition,he spends time with his dogs and enjoys teaching them tricks, although they have their own ideas about that.Public service is a selfless activity, one in which we seek nothing for ourselves but only the betterment of mankind. Ralph Waldo Emerson once said,“The best way to find yourself is to lose yourself in public service”. 80th Legislative SessionByTFlag ChairmanSteve PerdueThe 80th Regular Session of the Texas Legislatureis history. Most bills passed by this legislativesession took effect September 1. Your Associationtook a very proactive approach to this session andhad a very positive result. While some associationsrely on political action committees to achieveresults, the firefighters of Texas relied on just plaingrassroots contacts. Our communication systemthis session was phenomenal especially sincewe started from scratch to build it just before thesession began.Your Association sponsored and helped pass somebills that will have a long lasting effect on the Texas<strong>Fire</strong> Service. It would be impossible to rank ourachievements in any order of importance, but wefeel that life in Texas will be safer because of yourefforts. We worked with our friends in the <strong>Fire</strong>Marshals Association to pass the safe cigarettebill. This bill goes into effect January 1, 2009, andsimply says that cigarettes sold in Texas after thatdate must have “speed bumps” in the paper thatwill extinguish a fire if the cigarette is not puffedon for a period of time. The diligent work ofRepresentative Phil King and Senator Royce Westin the passing of this bill will undoubtedly save livesin future years.Part of the outcry from the hurricane experienceon the coast last year involved not knowing whatresources were available and their location. Some ofthose problems were solved by your Association’ssponsorship and passage of the <strong>Fire</strong> DepartmentListing Bill. Basically it requires the listing ofyour department’s resources with the TexasForest Service so that resources can be located in atimely manner. It is, of course, the decision of thelocal jurisdiction as to whether or not to commitresources to mutual aid another community. Oneof our best supporters in the House, RepresentativeDavid Swinford, carried that bill in the House andSenator Robert Duncan carried it in the Senate. Itwent into effect September 1, <strong>2007</strong>, just in timefor a partial trail run during this year’s hurricaneseason.Another good friend, Representative Jim Keffercarried a Job Protection Bill for us that wouldhave protected volunteer’s jobs while they wereresponding to an emergency. We had to agree to alittle dilution in that bill to get it passed the Senatewhere Senator Kevin Eltife carried the bill. Thisbill passed the House and Senate, but GovernorPerry unexpectedly vetoed the bill.TEXAS FIREMEN | The Magazine For Texas <strong>Fire</strong>fightersRepresentative Phil King carried a bill that wouldhave allowed for volunteer fire departments to billfor haz mat and rescue response. This bill passedthe House, but died in the Senate IntergovernmentalRelations Committee.On a more positive note, Representative JimMcReynolds carried a bill for your Associationthat defined a fire hydrant and basically said that ifit looked like a fire hydrant and was placed wherea fire hydrant is expected to be placed, it mustflow 250 gallons of water per minute and a firedepartment could tie to that hydrant. If a hydrantis out of service, it must be marked in a mannerthat is known to the responding fire departmentsor painted black. Senator Glenn Hegar who is atrue friend of the fire service carried the bill for usin the Senate. It went into effect immediately uponits passage. It must be said that RepresentativeMcReynolds took this bill as his personal challengeand probably did more research on his own toprepare himself to properly present this bill thanwe will ever know.We worked with our friend Ted Regnier and thefolks at VFIS to help pass a bill allowing the useof Texas Forest Service Funds for workman’scompensation audits.We had a couple of defeats in that the WildfireProtection Bill which would have beefed up theTexas Forest Service to assist rural fire departmentsboth in times of wildfire crisis and in training during“off ” fire seasons was not funded by the Legislature.Representative Keffer introduced this as a standalone bill, but it was referred to the FinanceCommittee of the Legislature and not funded. Ourbill to exempt volunteer fire departments fromdiesel fuel tax (gasoline is already exempted) diedin Senate Finance even though Representative RobOrr and Senator Glen Hegar did yeomen work incarrying it for us.Perhaps the crowning achievement of thissession, however, is the passage of HB2868 bythe back door approach by our very good friendRepresentative David Swinford. RepresentativeSwinford introduced HB 2868 which did twovery simple things: it doubled the money receivedby the Texas Forest Service to provide grants forequipment and training to small fire departmentsand it removed the date that the old HB 2604would cease to exist. This simply means that nowthe Texas Forest Service will have thirty million ayear to distribute and the bill will remain in effectforever unless it is repealed or changed by somefuture Legislature. This bill was dying SenateFinance and was doomed until a miracle happened.Legislative rules state that you can amend any billwith anything as long as it relates to the topic of theoriginal bill. HB2868 was receiving money fromthe insurance industry. Representative Keffer had abill called HB3315 that had to do with an insured’staxable receipts. Since both bills had something todo with insurance, it was legal to amend HB 3315by adding Representative Swinford’s HB 2868.This deal was cut between Keffer’s and Swinford’sstaff and brokered by your Association’s LobbyistTrey Blocker. This bill received final passage sevenminutes before the deadline for consideration ofbills.Your Association had a great legislative year. Ouraccomplishments are phenomenal. Perhaps,however, the greatest accomplishments are the billsthat never made it that would have been detrimentalto the rural fire service. The infamous Plan A andPlan B never were introduced nor mentioned in thecourse of the legislative session. HB 1315 whichwould have dictated the chain of command at anincident was declared deader than dead. In fact,the sponsor removed his sponsorship when thefacts of the bill were pointed out to him.We, as the <strong>State</strong> <strong>Fire</strong>men’s and <strong>Fire</strong> MarshalsAssociation, must thank our Lobbyist Trey Blockerfor his untiring efforts in our behalf. Without hisguidance, skill and knowledge we would not haveenjoyed the success that we had. We must thankChris Barron for his leadership and countlesshours at the capitol testifying. We must thank themembers of T-Flag for their work in getting out themessage. The real reason for our success this yearrests with each and every one of you. This is thefirst time in memory that the fire service of Texashas gotten involved in the legislative effort. With18,000 members of the SFFMA, your voice cannotbe ignored. For the first time in recent history, thatvoice was raised loudly, not by your Association,but by individual firefighters picking up the phoneand calling Legislators.Now is the time to begin preparations for the 81stSession as well as being ever watchful of the SunsetReview process now taking place in the <strong>State</strong> <strong>Fire</strong>Marshals Office (Texas Department of Insurance)and the Texas Commission on <strong>Fire</strong> Protection. Wewant to assure that these two organizations comeaway from Sunset Review stronger and bettersupported than ever before. Now is the time toinvite your representatives and senators to yourdepartment’s functions. Get to know these peopleon a personal basis when we really aren’t asking foranything.The sky is the limit in what we as an Associationcan do for the fire service of Texas. “PAYING IT FORWARD” – FIREFIGHTER STYLEJefe Cuerpo Activo de Bomberos ( <strong>Fire</strong> Chief ) Adrian Alberto Peraltaposed proudly for a photograph in front of the 1986 American LaFrancepumper immediately after it was off-loaded at the Customs Dock in Zarate,Argentina. It was the first real evidence for him, that dreams do come true!In October of last year, Copperas Cove <strong>Fire</strong> Chief, Dennis Haas,accompanied Dr. Stephan Hittmann, President and CEO of the 9-1-1Program Fund to Argentina to help conduct a needs assessment for theBomberos Voluntarios de Garin (Garin Volunteer <strong>Fire</strong>fighters). The 9-1-1 Program Fund is an I.R.S. approved non-profit foundation that wasfounded after the tragedy on September 11th, 2001. The Foundationprovides donated equipment, apparatus, ambulances, tools, bunkers andmost anything else that can be used by firefighters, including trainingon the equipment. They have to date, provided ambulances, firetrucks and equipment to firefighters in Panama, Dominican Republic,Argentina, Kosovo and many other countries around the world….. andthe best part is that all of this has been GIVEN FREE OF CHARGE tothe firefighters who protect the communities in which they live. Thepumper is the latest of many needs around the globe that have been metby the 9-1-1 Program Fund.The American LaFrance, which was donated by the Neptune, New Jersey <strong>Fire</strong> Department, arrived at the docks in Zarate, Argentina on March 22nd.. Thepumper, while 20 years old itself, has only 18,000 miles on it and still is many years newer than the one it will replace………. and again, the best part of this storyis that it was DONATED FREE OF CHARGE to the Bomberos of Garin, along with a long list of added equipment including pike poles, bunker pants, bunkercoats and nozzles. The pumper was shipped by an Argentine shipping company who provided their service at “cost” to help the firefighters of their country.Chief Haas has just returned from Argentina where he accompanied Dr. Stephan Hittmann, and was joined by Captain Jeffrey Gaskin from Scarsdale <strong>Fire</strong>Department in New York and Tim Marinace, Special Operations Training Officer from Nassau County Sheriff ’s Office in New York. All donated their time tothe Foundation and were involved in two separate aspects of their work. Chief Haas and Captain Gaskin provided one day of training covering the AmericanLaFrance’s specifications, pump operations, maintenance, hose loads, hose evolutions and fire attack tactics associated with preconnected 1 ¾” hoselines.A second day was spent witnessing and providing critique for hands-on search and rescue and fire attack evolutions of firefighters from Garin, Mauschwitz,Tigre and Maquinista Savio.While Chief Haas and Captain Gaskin were spending time with the firefighters, Dr. Hittmann and Officer Marinace accompanied Jefe Guillermo Rios, Chiefof Police for the Autopista (Highway) in Buenos Aires Province, where they met with tactical officers and spent a day at their tactical training site evaluatingprocedures, equipment and weapons.A third day of the trip was spent in Buenos Aires, meeting with Jorge Daniel Venturini, who is the Minister of Security for Buenos Aires and his staff. Hisdivision of 1,700 personnel are all cross-trained and are responsible for alllaw enforcement and firefighting in the City of Buenos Aires. One of theitems of interest that was discussed, was having the Foundation providearson investigation training at some time in the future.Chief Haas has been soliciting and collecting donated equipment since hisoriginal trip last October and has collected over 50 sets of bunker coatsand pants, 15 helmets, 20 pair of boots, many hoods and gloves along witha few breathing apparatus. Chief Haas says he is very grateful for the firedepartments from Central Texas, who have really stepped up to “PAY ITFORWARD”. Early that morning we were called to aresidential structure fire. We did not know that two of us would not go home on that day. KevinWilliams, <strong>42</strong>, Captain and Austin Cheek, 19, <strong>Fire</strong>fighter both from the Noonday <strong>Fire</strong> Departmentwere taken from us by the fire. I was IC and while in route to the fire, requested that a mutual aidcall be put out to Bullard FD and Noonday FD. Just the evening before, Kevin and Austin hadresponded to a similar assistance call from us for another structure fire. They were both eager to goin and release the team coming out. They were both well trained and qualified. Austin leaves behindhis parents, 2 brothers and a sister and his fiancé TJ. Kevin leaves behind his son, a US Marine, anda daughterWhen I decided to activate the RIT to look for Kevin and Austin, all available hands wanted toget in and go get their fallen brothers. The first RIT on standby went in. They were Raylene Yates,Noonday <strong>Fire</strong> Department, David Stephens, Bullard <strong>Fire</strong> Department and Cory Thatcher, Flint-Gresham <strong>Fire</strong> Department. They found Austin first and were able to pull him out. As the medicalteam started to work on Austin, the second RIT went in to look for Kevin. They were Justin Walker,Bullard <strong>Fire</strong> Department and Travis Barnet, Noonday <strong>Fire</strong> Department. After locating Kevin theywere forced to come out. A third RIT went in to get Kevin. They were Vic Robles, Flint-Gresham<strong>Fire</strong> Department, Robert Coss, Noonday <strong>Fire</strong> Department and Ben Barnard as back up, Flint-Gresham <strong>Fire</strong> Department. Ben was also on the initial attack line. These 7 men and 1 woman willforever be heroes in my book. They did not hesitate to risk it all and go in that house to get theirbrothers out. TEEX was teachingrescuers to avoid being hurt at accident sites.“I heard a screech from behind and a crash,” said the Bryan <strong>Fire</strong>Department veteran, describing how he and other first responders turned tofind a second wreck unfolding just a few feet away.A woman drove straight into the crash site, smashing her small truck intothe back of a trailer and pinning her legs under the dashboard, Jones said. Ashe crawled into the truck to check for signs of life, he felt a faint pulse in thewoman’s neck - then, nothing.“She died almost instantly,” he said.It happened more than eight years ago, but Jones said he still thinks about itevery time he responds to an accident.He was among 190 participants in a class offered by the Texas EngineeringExtension Service this week to teach first responders to stay alive while tryingto save the lives of others. Students “responded” to simulated crashes on avacant airstrip at Texas A&M’s Riverside campus.A spike in the number of fatal wrecks has made safety while working aneven bigger issue, Jones said. The death toll on Brazos Valley roads in the pastthree weeks was at 17 late Wednesday.Emergency responders need to be even more cautious because there is noclear-cut reason, such as weather conditions, for the increase in wrecks, Jonessaid. That means there’s no obvious way to stop the fatalities, he said.“The pure numbers of it are amazing,” he said. “There’s so many differentreasons for the accidents - it’s worrying.”In a class exercise Wednesday, students responded to a one-vehicle rolloveron a two-lane rural road. One lane had to be shut down while paramedics andpolice worked to clear the accident and reopen the road.“We always try to keep the traffic rolling, but the No. 1 thing is that we allhave to go home at the end of the shift,” Jones said.It’s important to clear the scene as quickly and safely as possible toprevent more crashes, said Christy Perez, a program manager with the TexasDepartment of Transportation, which funded the classes.“These classes show them the proper procedures and layouts, and helpthem realize the most important goal is clearing the accident, but doing so in amanner that’s safe for the public and themselves,” she said.Jones said the scenarios were similar to those he faces every day. Sometimesmotorists aren’t paying attention and don’t see a crash, he said. Oklahoma City Finds Near-Miss Resources UsefulbyGregory Lindsay, Battalion Chief,Oklahoma City <strong>Fire</strong> DepartmentWhen the Oklahoma City <strong>Fire</strong> Department was asked in 2005 to participate inthe pilot study for the National <strong>Fire</strong>fighter Near-Miss Reporting System (www.firefighternearmiss.com), the department gladly accepted the invitation. TheOCFD is always looking for innovative ways to promote a safe culture. We quicklyrealized that this program would augment successful practices already in place inOklahoma City, give us an opportunity to share lessons learned in OCFD with otherdepartments and benefit from the reports submitted by other departments.Keith Bryant, Chief of the Oklahoma City <strong>Fire</strong> Department, heartily endorses theprogram. “One of the most effective means of communicating a message of vitalimportance to firefighters is through the lessons learned and the actual experiencesof their peers.” In 1989, OCFD established a file of “Significant Incident Reports”.These reports share learned experiences department wide. The reports postedon www.firefighternearmiss.com closely resemble our program. The differencebetween our Significant Incident Reports and Near-Miss is www.firefighternearmiss.com shares reports with every department. It expands the boundaries of what we’velearned in our stations to every fire station. Chief Bryant wanted our experiencesshared with the fire service at large through the near-miss web site.Finding this an excellent program, Chief Bryant has directed his staff to explore newways to utilize the program. A link to www.firefighternearmiss.com has been placedon the department’s intranet homepage, and information about how to access thisresource is included in daily training. Chief Bryant encourages OCFD members tosubmit reports that share learned experiences as well as use the system to learn fromothers. The OCFD also takes advantage of the resources www.firefighternearmiss.com provides. “Report of the Week”, the search reports function, and the ResourcesPage are a few of the available resources we utilize. A recent system enhancement,“the keyword search,” has been an extremely helpful function in making the systemmore user friendly.Report of the Week (ROTW)The Report of the Week provides company officers with a ready made, easy to usedrill topic. The intent of ROTW is to encourage comparisons between how eventsin the submitted report occurred with how your department may have attended to asimilar situation. The Oklahoma City <strong>Fire</strong> Department uses the Report of the Weekin this way. Reports selected for ROTW are drawn from reports submitted to thesystem. They go through the same initial scrubbing, review and posting process asother submitted reports. Then, a third person on the near-miss staff reviews thereport, conducts additional research external to the original report, and developsseveral questions to provoke discussion. The finished ROTW is then emailed to alist of subscribers.Initially, the ROTW was sent out to the pilot department’s point of contact for Near-Miss. The OCFD POC then forwarded the report to the suppression chiefs in thedepartment and the safety office. Each chief forwards the report to personnel in theirdistrict for station schools. All personnel are encouraged to subscribe to receivetheir personal ROTW for reading on their own.Our department recognizes the value of this training tool. Many of the people whoreceive the report recognize similarities to their own experiences. They then areable to share their own experiences with others. ROTW comes out every Friday afternoon.com, selecting Resources and then clicking on the ROTW link.Training SessionsAcademies are scheduled throughout the year in the OCFD. Recruit academieslast 16 weeks and include training that raises a fire recruit’s skill level to the NFPA<strong>Fire</strong>fighter II level. A new module to the safety portion of the curriculum was added tothe current recruit academy. The recruits were introduced to www.firefighternearmiss.com during a two hour training block. The session included an overview of CrewResource Management, how sharing learned experiences will reduce the potential oferror recurrence, and how to navigate the web site. Recruits are encouraged to reviewand submit reports to the system. The lessons learned are significant to other membersin their skill level and can provide a new perspective in their training.Plans are underway for officer academy presentations that are more detailed. Curriculumis being developed that will hone the skills of officer candidates. Suggestions forconsideration include having each officer select a report from the web site using the“search reports” function. The officer would then present to the group a report similarto the “report of the week”. This would require some additional research and creatinga group of thought provoking questions. Selecting the “best practices” described ina report is also a relevant way to encourage officer candidates to identify the valuesassociated with each report.Each month the OCFD Safety Office initiates specific training that is conducted at thestation level. Station schools are an important venue to promote training that includesa safety element. Our Safety Officer, Major John Erickson, selects reports from thosethat have been submitted to www.firefighternearmiss.com and includes questions thatare specific to the Oklahoma City <strong>Fire</strong> Department. The questions range from acceptedpractices within the department to specific questions about policies and procedures.Plans are currently under way to use the specific event narratives to create scenarios forstation level fire training modules.Report submissionAccording to John Tippett, Project Manager for www.firefighternearmiss.com, anyevent involving <strong>Fire</strong>/EMS personnel that does not result in a line of duty death qualifiesas a near miss that should be submitted to the system. The personnel in Oklahoma Cityare encouraged to share their experiences with the fire community. I encourage you todo the same. Do You Have the Courage to be Safe?On the average, around 100 U.S. firefighters die in the line of duty eachyear, not counting extraordinary years like 2001. The United <strong>State</strong>s<strong>Fire</strong> Administration and National <strong>Fall</strong>en <strong>Fire</strong>fighters Foundationwould like to see the annual fatality count cut in half 10 years fromnow, down to 50 deaths per year.Texas has the dubious distinction of being fourth in total number ofline of duty deaths during the quarter-century period, 1981-2006, with148 deaths. The Texas <strong>State</strong> <strong>Fire</strong> Marshal’s Office has investigatedfirefighter deaths by statutory authorization since September 2001,utilizing the expertise of Texas fire service associations, fire-relatedstate agencies, and local fire departments in an effort to lessen thefrequency of on-duty deaths.The Courage to Be Safe (CTBS) program teaches firefighters to lookat safety from different contexts and gives them the tools necessary topromote safe practices.The strength of the CTBS course is in the personal testimony from LODDsurvivors. Kathy Hedrick, whose son was killed battling a house fire, isfeatured throughout the program. A CTBS presentation given in Dallasin March <strong>2007</strong> opened with testimony from John and Marie Collins, theparents of Brian Collins, who was killed along with Phillip Dean and GarySanders battling a church fire in Lake Worth in 1999. The purpose ofhaving survivors speak is to show first-hand how families are changedforever following a LODD or catastrophic injury, as well as to providealternate viewpoints for the firefighter.<strong>Fire</strong>fighters must have the courage to face a multitude of risks in orderto save lives and protect their communities. But a different type ofcourage is required to stay safe in potentially dangerous situations,avoiding needless risks and tragic consequences. That different typeof courage is the subject of “The Courage to Be Safe - So EveryoneGoes Home” program, driven on the national level by the National<strong>Fall</strong>en <strong>Fire</strong>fighters Foundation (NFFF). This provocative and movingpresentation is designed to change the culture of accepting the loss ofour firefighters as a normal occurrence.Texas firefighters have joined together with the NFFF and “TheCourage to Be Safe - So Everyone Goes Home” program to changethe culture of acceptable losses. Our approaches include establishingcritical partnerships, bringing novel training courses to Texas, andstriving to add a nationally recognized safety course to mandatoryfirefighter certification curriculum.The National <strong>Fall</strong>en <strong>Fire</strong>fighters Foundation was founded in 1992 tohonor fallen firefighters and to help survivors cope. The <strong>Fire</strong>fighterLife Safety Summit held March 10-11, 2004, in Tampa, Florida,organized by the NFFF, was convened to support the United <strong>State</strong>s<strong>Fire</strong> Administration’s stated goal of reducing firefighter fatalitiesby 25 percent within 5 years and 50 percent within 10 years. Thesummit meeting was a first of its kind gathering of more than 200 fireand emergency service representatives from over 100 organizationsand departments nationwide. As a result of this meeting, 16 life safetyinitiatives were developed to ensure that “Everyone Goes Home.”The Everyone Goes Home LifeSafety Initiatives Project team solicitedassistance from the fire service and created a team of LifeSafetyAdvocates to facilitate implementation of the initiatives and firefightertraining. Regional advocate teams are organized using the FEMAregion template, meaning that Texas is part of Region VI. Texas hassix LifeSafety Advocates: Captain Rob Franklin of the Lancaster<strong>Fire</strong> Department is lead advocate, while <strong>State</strong> <strong>Fire</strong> Marshal PaulMaldonado, Captain Willie Mora of the San Antonio <strong>Fire</strong> Department,Captain Rodney Smith of the Arlington <strong>Fire</strong> Department, BattalionChief John Davis of the El Paso <strong>Fire</strong> Department, and Chief DennisGifford of the Lumberton <strong>Fire</strong> and Rescue Services provide valuableexpertise and experience to the program.For example, stories at the firehouse portraying close calls as exciting eventsare one of the reasons why firefighters get into the fire service. But whatmay be exciting to the firefighter is frightening to the firefighter’s family.Chances taken on the fire-ground are taken in stride by the firefighter,but when something goes wrong, the results for the firefighter’s family,department, and community are horrific.Attitude can be the firefighter’s ally or a prime enemy. Complacency cankill. Failure to wear seat belts has resulted in many firefighter deaths, andoverwhelming evidence shows that lives are saved simply by bucklingup, but response to the Brian Hunton Seat Belt Pledge shows that fewdepartments nationwide are 100 percent compliant.An introductory CTBS Train the Trainer course was held in Austin inMay <strong>2007</strong>, with more than 50 Texas fire departments represented, whichcreated a pool of nearly 70 instructors. Thirteen of these instructors arefrom the Texas Engineering Extension Service (TEEX), with whom astrategic partnership was forged. Using the TEEX infrastructure, manydepartments that might not otherwise have access to this program will beable to get the training, tracking of course recipients will be easier, and aninformation flow of updates will be established.Texas LifeSafety Advocates Rob Franklin and Rodney Smith introduceda request at the June 28, <strong>2007</strong>, meeting of the Texas Commission on<strong>Fire</strong> Protection to have the CTBS training become part of the requiredcurriculum for basic firefighter certification. Post-meeting conversationsindicate promise and the initiative has been sent to the CurriculumCommittee for review and recommendation. Dennis Gifford reports thatthe Texas <strong>State</strong> <strong>Fire</strong>men’s and <strong>Fire</strong> Marshal’s Association of Texas hasagreed to become a LifeSafety Initiatives partner and the Executive Boardof the Texas <strong>Fire</strong> Chiefs Association has endorsed the CTBS program.There is no charge for the CTBS program, though requesting agenciesmay be required to help cover instructor expenses. The Foundationis non-profit. CTBS class requests can be made by emailing the TexasAdvocate in your area (See map of Texas) or by contacting TEEX staff viathe web site, http://www.teex.com/esti/.
