February 2010Rebalancing Investment to Meet Global RequirementsBasing and Sea Striking, will provide the capability to employ these missiles at theirmaximum kinematic range. Investments in advancedtechnology such as the SM‐6 and its associated NIFC‐CAcapabilities will enable the <strong>Navy</strong> to keep pace with theevolving threat and thereby continue to maintain ourconventional warfare edge.The Rolling Airframe Missile (RAM) is a high firepower,low cost, lightweight ship self‐defense system designedto engage anti‐ship cruise missiles and asymmetricthreats. Block 1 adds the capability of infrared all‐thewayguidance while maintaining the original dual‐modepassive Radio Frequency/Infrared (RF/IR) guidance(Block 0).The Evolved SEA SPARROW Missile (ESSM) is an international cooperative effort todesign, develop, test, and produce a new and improved version of the SPARROWmissile (RIM‐7P) with the kinematical performance to defeat current and projectedthreats that possess low altitude, high velocity and maneuverability characteristicsbeyond the engagement capabilities of the RIM‐7P. ESSM provides self‐defensebattlespace and firepower against faster, lower, smaller, more maneuverable antishipcruise missiles.The TRIDENT II D5 Submarine Launched Ballistic Missile (SLBM) provides acredible and affordable sea‐based strategic deterrent that is survivable, safe, reliableand compliant with all arms control agreements. In its third year of procurement,the TRIDENT II SLBM program continues at full rate production in FY 2011.Investment in this important program ensures that all Ohio Class submarines willdeploy fully loaded, while guaranteeing sufficient inventory exists for periodicrequired test launches.The MK 48 Advanced Capability (ADCAP) heavyweight torpedo is used solely bysubmarines and is employed as the primary anti‐submarine warfare and antisurfacewarfare weapon aboard attack, ballistic missile, and guided missilesubmarines. With sophisticated sonar, all digital guidance and control systems, andpropulsion improvements, the last ADCAP heavyweight torpedo was delivered in1996, with modifications and improvements to existing weapons occurring since1997. FY 2011 efforts will continue to focus on Common Broadband Advanced SonarSystem (CBASS), as well as Guidance and Control (G&C) modifications to theFY 2011 Department of the <strong>Navy</strong> <strong>Budget</strong> 5–17
