The E‐2D will ensure the “eyes” of the nation’s sea‐basedstrike capability remain focused on emerging threat systems.Sustainment of the missions performed by the fatigued P‐3 Orion fleet remains apriority for the Department. The P‐8A Multi‐mission Maritime Aircraft (MMA),based on the Boeing 737 platform, begins replacing the P‐3, with an Initial OperatingCapability (IOC) in 2013. The P‐8A’s ability to perform under sea warfare, surfacewarfare and Intelligence, Surveillance and Reconnaissance (ISR) missions make it acritical force multiplier for the joint task force commander. Additionally, the P‐8A,which has the second LRIP award of seven aircraft in FY 2011, will have increasedcapabilities over the P‐3 as it addresses emerging technologies and ever evolvingirregular threats.Rotary WingThe UH‐1Y/AH‐1Z aircraft fulfills theMarine Corps attack and utility helicoptermissions. The FY 2011 budget supports theAH‐1Z new build strategy withconstruction of two AH‐1Z aircraft in FY2011. The budget also includes theremanufacture of eight AH‐1Z aircraft andthe new construction of eighteen UH‐1Yaircraft for a total of twenty‐eight aircraft.These aircraft have 84% commonality andwill provide airborne command and control, armed escort, armed reconnaissance,search and rescue, medical evacuation, close air support, anti‐armor operations andanti‐air warfare. The UH‐1Y entered Full Rate Production (FRP) in FY 2008 and theAH‐1Z will enter FRP in FY 2011. As part of the Marine Corps Grow the Force (GTF)initiative, the UH‐1Y and AH‐1Z aircraft requirement has grown to 349 aircraft withthe addition of three active component squadrons.The Osprey MV‐22B Tilt Rotor continues multi‐year procurement with the Air Forcewhich extends through FY 2012. The MV‐22B fills a critical capability role with theMarine Corps by incorporating the advantages of a Vertical/Short Takeoff andLanding (V/STOL) aircraft that can rapidly self‐deploy to any location in the world.The joint program will procure MV and CV variants to support the Marine Corpsand Air Force respective requirements.FY 2011 Department of the <strong>Navy</strong> <strong>Budget</strong> 5–11
