February 2010Rebalancing Investment to Meet Global RequirementsThe FY 2011 shipbuilding budget funds nineships, including the two Virginia classsubmarines, the third Joint High SpeedVessel (JHSV) for the <strong>Navy</strong>, one LandingHelicopter Assault Replacement Ship(LHA(R)), one Mobile Landing Platform(MLP) and two Littoral Combat Ships (LCS).The FY 2011 budget also includes twoArleigh Burke destroyers, a continuation ofthe restarted DDG 51 program.Surface Ship ProgramsThe next generation aircraft carrier, the Ford Class or CVN‐78, will be the futurecenterpiece of the carrier strike group and a major contributor to the futureexpeditionary strike force as envisioned in Sea Power 21. Taking advantage of theNimitz Class hull form, the Ford Class will feature an array of advanced technologiesdesigned to improve warfighting capabilities and allow significant manpowerreductions. It will have a new electrical generation and distribution system, anelectromagnetic aircraft launching system, a new advanced arresting gear, anew/enlarged flight deck, weapons and material handling improvements, and asmaller ship’s complement. The budget provides the fourth and final increment offull funding for construction of the lead ship, the USS Gerald R. Ford (CVN‐78), andadvance procurement funding for CVN‐79. As per the Secretary of Defense’sguidance from earlier this year, this budget maintains a build rate of 1 ship every 5years. The budget also provides for the third and final increment of full funding forthe USS Theodore Roosevelt (CVN 71) Refueling Complex Overhaul (RCOH), andadvance procurement funding for USS Abraham Lincoln (CVN 72) RCOH.The Amphibious Assault Ship replacement program (LHA(R)) is the follow on shipfor the Tarawa‐class LHA. LHA (R) will provide the Marine Corps with a continuedmeans of ship‐to‐shore movement by air as well as by landing craft. The LHA (R) isdesigned to accommodate the Marine Corps’ future Air Combat Element (ACE)including F‐35B Joint Strike Fighter (JSF) and MV‐22 Osprey with additionalaviation maintenance capability and increased fuel capacities. The FY 2011 budgetincludes the first increment of full funding for LHA‐7, the second ship of theAmerica‐class.FY 2011 Department of the <strong>Navy</strong> <strong>Budget</strong> 5–3
