February 2010Rebalancing Investment to Meet Global RequirementsSECTION V – REBALANCING INVESTMENT TO MEETGLOBAL REQUIREMENTSOVERVIEWIn keeping with the priorities of theSecretary of Defense, the FY 2011 budgetcontinues to rebalance our investmentprograms in order to institutionalize andenhance our capabilities to fight the warsof today and the most‐likely scenarios inthe future, while at the same timeproviding a hedge against other risks andcontingencies.The FY 2011 budget concentrates investment in platforms and systems that maintainthe advantage against future threats and across the full spectrum of operations.Procurement of the Littoral Combat Ship (LCS), Intelligence, Surveillance andReconnaissance (ISR) Unmanned Aerial Vehicles (UAVs) and other programs thatsupport irregular warfare and capacity building reflect that shift. However, even asthe Department begins to shift resources and institutional weight towardssupporting the current conflicts and other potential irregular campaigns, we stillmust contend with the security challenges posed by the military forces of othercountries ‐ from those actively hostile to those at strategic crossroads.The Department of the <strong>Navy</strong> is dedicatedto procuring a naval force that is bothaffordable and meets 21 st century nationalsecurity requirements. Our naval forceswill remain sea based, with global speedand persistence provided by forwarddeployed forces and supplemented byrapidly deployable forces through theFleet Response Plan (FRP). Thiscapabilities‐based, threat‐oriented fleet canbe disaggregated and distributed world‐wide to support current COCOM demands.The resulting distributed and netted force, working in conjunction with our jointand maritime partners, will provide both actionable intelligence and the ability toFY 2011 Department of the <strong>Navy</strong> <strong>Budget</strong> 5–1
