February 2010Protecting Readiness to Meet Today’s Challengeselement of the <strong>Navy</strong>’s operational Irregular Warfare (IW) efforts in the area ofoperational support to the <strong>Navy</strong> forces in OIF and OEF. In the FY 2011 budget,NECC funding is increased to address increased requirements for NECC GlobalForce Management (GFM) presence, operational plans surge, and equipment lifecycle sustainment.NECC provides integrated active and reserve forces, highlighted by the seamlesslyintegrated operational forces of naval construction (Seabees), maritimeexpeditionary security (formerly coastal warfare), navy expeditionary logistics(Cargo Handling Battalions), and the remaining mission capabilities throughout thecommand.NECC is not a standalone or combat force, but rather a force protection and combatservice force of rapidly deployable mission specialists that fill the gaps in the jointbattle space and compliment joint and coalition capabilities.MARINE CORPS OPERATIONSActive OperationsIn the FY 2011 budget, the United States is responding to a wide range of challengesto include prosecuting continuing contingency operations across the spectrum ofconflict and around the globe. This includes kinetic operations against terroristorganizations and rebuilding Iraq/Afghanistan into peaceful, productive membersof the world community. In this era, the nation needs forces that are highly mobile,flexible, and adaptable to a wide array of situations. These characteristics define theMarine Corps, and they must continue to do so in the future.America’s Marines are fully engagedin the fight for freedom, peace andsecurity around the globe. Therefore,our Marines and Sailors in combat arethe number one priority. In order toensure our efforts are sustainable, theMarine Corps was authorized anincrease in end strength to 202,100.This increase postures the MarineCorps for expected continuingFY 2011 Department of the <strong>Navy</strong> <strong>Budget</strong> 4‐15
