February 2010Protecting Readiness to Meet Today’s Challengesto meet forward deployed commitmentsin support of the National MilitaryStrategy. The FY 2011 budget requestsupports the FRP, enabling ships to surgeand reconstitute by maintaining thecontinuous flow of ships frommaintenance after deployment, throughbasic phase training back to ready assets.This concept enables the Department toprovide multiple CSGs within requiredtime frames to meet the threat and deliver decisive military force if necessary. TheDepartment of the <strong>Navy</strong> will support these goals and respond to global challengesby planning for 45 underway days per quarter for the active Operational Tempo(OPTEMPO) of our deployed forces and 20 underway days per quarter for nondeployedforces in the baseline. These levels are below our peacetime readinessrequirements based on the continuing assumption that overseas contingencyoperations will reduce training and routine deployment opportunities.Non‐deployed OPTEMPO provides primarily for the training and assessment ofFleet units, including participation in individual unit training exercises, multi‐unitexercises, joint exercises, sustainment training, and various other training exercisesand assessment opportunities. The training period under FRP supports our abilityto meet rotational force requirements and ensures a surge capable force with arobust ability to maneuver as required and to successfully engage any enemy in thepursuit of our national interests.Figure 21 illustrates historical and budgeted OPTEMPO. The lines are the deployedand non‐deployed goals. Fluctuations from the goals reflect real world operationsand revised requirements. FY 2011 reflects baseline and overseas contingencyoperations funded OPTEMPO. Requested funding for contingency operations willsupport deployed steaming of approximately 13 days per quarter.FY 2011 Department of the <strong>Navy</strong> <strong>Budget</strong> 4‐5
