February 2010Protecting Readiness to Meet Today’s Challengesefforts cross the entire spectrum of the Department’s missions and activities. Ournaval capabilities are often demonstrated through participation with allies and otherforeign countries, through joint and combined exercises, port visits, and exchangeprograms.Our top readiness priority is ensuring that forces are fully trained, ready to deploy,and fully supported while deployed. The budget reflects the best balance ofresources to achieve this priority. The <strong>Navy</strong> will closely manage the readinessaccounts to ensure we can fulfill all existing, enduring, and emerging war‐fightingrequirements.SHIP OPERATIONSThe Ship Operations program provides the <strong>Navy</strong> withcritical mission capabilities. The Department’s goal isto deliver the capability to manuever and engage incombat operations in all enviroments to achieve theseobjectives. Sustaining this force application capabilityrequires a robust logistics force able to effectivelysupport operations, extend operational reach, andprovide the joint force commander the freedom ofaction necessary to meet mission objectives. TheDepartment’s budget request represents theappropriate and necessary balance between combat and logistics forces to ensuremission accomplishment.Battle Force ShipsThe budget provides for a deployable battle force of 284 ships in FY 2011, as shownin Figure 20. This level of operational funding supports 11 aircraft carriers and 29large amphibious ships that serve as the foundation upon which our carrier andexpeditionary strike groups are based. These ships, when formed into strike groupsthat include surface combatants, logistics support forces and attack submarineswhen required, provide the capability to dynamically deploy, maneuver andultimately engage potential enemies in all environments. The robust and consistentcapabilities they bring to the fight enable our <strong>Navy</strong> to meet our nation’s strategicand the geographic COCOM’s objectives. Included in our battle force is an inherentcapability to sustain the <strong>Navy</strong>’s forces using highly capable logistics support shipsFY 2011 Department of the <strong>Navy</strong> <strong>Budget</strong> 4‐3
