February 2010Protecting Readiness to Meet Today’s ChallengesSECTION IV – PROTECTING READINESS TO MEETTODAY’S CHALLENGESOVERVIEWOperational readiness is the catalyst thatbrings naval power to bear whenever it isneeded. Our budget supportsrequirements for our Carrier StrikeGroups (CSGs) and Marine ExpeditionaryForces (MEFs) to execute the NationalMilitary Strategy and respond topersistent as well as emerging threats.The security environment today hascreated new demands for naval forces. This demand includes support for security,stabilization, transition and reconstruction operations, support for homelandsecurity, and continued preparedness for contingency operations. The evolvingdynamics of the 21 st ‐century security environment require our forces to be ready todeploy globally. We must continue funding the necessary requirements to ensureour ability to protect vital U.S. interests, assure and assist our friends in crisissituations, and prevent, deter, or resolve conflict. This budget provides for thenecessary costs to generate trained and ready forces and supports our forwarddeployed engagement and presence requirements. It includes support for baselinedeployed and non‐deployed steaming days, the associated flight hours, and relatedship and aircraft maintenance.The <strong>Navy</strong>’s FY 2011 allocation of O&M resources is tightly focused on meetingincreased Combatant Commander OPTEMPO requirements, properly sustainingand maintaining ships and aircraft to reach expected service lives, sustaining theenduring T 2.5/2.0 USN/USMC flight hours readiness requirement in the basebudget, and funding price increases, most notably in fuel. Additionally, aircraftdepot maintenance funding provides required aircraft and engine availability to thefleet, to include meeting engine readiness goals through increasedinductions/repairs and funding component depot‐level repairs associated with theramp up of the Joint Strike Fighter (JSF), MV‐22 and KC‐130J contract logisticsFY 2011 Department of the <strong>Navy</strong> <strong>Budget</strong> 4‐1
