The initial framework will focus on workforce planning, sourcingdetermination, and overall management.National Security Personnel System (NSPS)The NSPS was authorized in the FY 2004 National Defense Authorization Act(NDAA), to provide flexibility in hiring and managing civilian workers, and to linkpay and performance to the mission and accomplishment of organizational goals.Since conversions began in April 2006, the Department of the <strong>Navy</strong> has convertedapproximately 67,000 employees to NSPS. However, in compliance with the FY 2010NDAA, the Department of Defense has halted NSPS conversions and plans to have allemployees revert to their previous pay systems NLT 1 January 2012.Military to Civilian ConversionsMilitary to civilian conversions remain a viable and effective tool for the Services tofind the most efficient and effective way to perform services and meet their missions.The use of these conversions is one method in which the Department complies with 10USC 129a, which requires the Secretary of Defense to “use the least costly form ofpersonnel consistent with military requirements and other needs of the Department …and consider particularly the advantages of converting from one form of personnel(military, civilian, or private contract) to another for the performance of a specifiedjob.” Additional changes related to the reversal of the Medical military to civilianconversions consistent with Section 721 of the FY 2008 NDAA are reflected in the FY2011 submission. There are minimal conversions of non‐military essential trainingand support staff positions from military to civilian within the <strong>Navy</strong>, as well as theconversion of installation functions from military to civilian in the Marine Corps.Some conversions may be filled by contractor personnel.Civilian Personnel LevelsFigure 19 displays total civilian personnel FTEs by component, appropriation, andspecial interest area. The increases in civilian personnel levels are largely attributableto in‐sourcing and the Marine Corps Grow the Force initiative. The FY 2011 pay raiseis 1.4%.FY 2011 Department of the <strong>Navy</strong> <strong>Budget</strong> 3‐15
