Shaping a Full‐Spectrum Naval Force February 2010(civilian and military) are hired, trained, certified, and retained to carry on programsin the functional areas prescribed in acquisition workforce regulations.In the FY 2010 budget, the Department of Defense initiated a plan to improve theoversight of contractor services, acquire those services more effectively, and in‐sourcecontractor services where it is more appropriate to do so. As detailed in Figure 18, FY2011 results in an overall cumulative increase in government civilian personnel of2,737 full‐time equivalents for the Department of the <strong>Navy</strong>.Figure 18 – In‐sourcingFY 2010 FY 2011Authorizations (ES) 2,411 2,737Workyears (FTE) 1,204 2,737The Department is identifying functions for in‐sourcing and aggressively recruitingpersonnel to fill critical needs including non‐acquisition and inherently governmentalfunctions at all levels within the Department. The acquisition focus will be onprogram management, engineering, contracting, logistics, cost estimating, andfinancial management functions. The non‐acquisition focus will be on informationtechnology; professional, administrative, and management support; and maintenancefunctions. Also included in the civilian personnel increase are human resourcespecialists to assist with recruitment actions and acquisition oversight personnel toimprove the management of continuing contracts. Using government employees willalso alleviate the perception of undue influence by contractor staff and preserveinherently governmental functions and decision making. Detailed in‐sourcing plansare in the early stages of development within the <strong>DON</strong>. As our in‐sourcing plansmature, close monitoring of budget implications associated with sustainment costs(e.g. training, facilities, equipment) will be required.Managing the Multi‐Sector WorkforceThe Department uses both federal employees and private sector contractors toprovide goods and services to citizens. To operate at optimal levels, managementpractices must recognize the proper role of each sector’s labor force and draw on theirrespective skills. Therefore, in conjunction with in‐sourcing and other workforceplanning requirements, the Department is developing plans for managing the multi‐3‐14 FY 2011 Department of the <strong>Navy</strong> <strong>Budget</strong>
