February 2010Shaping a Full‐Spectrum Naval ForceReserve <strong>Navy</strong> PersonnelThe <strong>Navy</strong> Reserve, a full partner in the <strong>Navy</strong> Total Force,continues to provide strategic depth and operationalcapabilities to our <strong>Navy</strong> and Marine Corps team andjoint forces, both in peace and war. Vital to this effort areour Reserve personnel who are ready and able to surgeforward across a wide spectrum of operations. Toachieve this end, the <strong>Navy</strong> continues to invest in <strong>Navy</strong>Reserve recruiting, retention, and training whileachieving Total Force integration with its ReserveComponent (RC). The FY 2011 budget request supports<strong>Navy</strong> Reserve strength levels of 65,500, providing payand allowances for drilling <strong>Navy</strong> Selected Reservists(SELRES) and Full Time Support (FTS) personnel.The <strong>Navy</strong> continually validates new mission requirements and associated billetstructure for its Reserve force to meet the joint capability requirements of the futurewithin an integrated, capabilities‐based force. The FY 2011 request is no exceptionand serves to optimize the effectiveness of <strong>Navy</strong>’s Total Force through the followingnew initiatives: the realignment of 179 Reserve Helicopter Combat Squadron billets tocreate the first dedicated Special Operating Forces Squadron and the realignment of238 FTS and SELRES billets to create a fourth Riverine Squadron and first‐ever RCRiverine Training Squadron within the <strong>Navy</strong> Expeditionary Combat Command(NECC). Additionally, the <strong>Navy</strong> Reserve will continue to expand upon and enhancethe effectiveness of the Yellow Ribbon program, a pre‐ and post‐ mobilization trainingprogram designed to address the challenges that members and their familiesexperience during this critical and demanding time.Continuum of Service ‐ A ‘Sailor for Life’Continuum of Service, which is an essential element of providing a dynamic andcapable work force for the <strong>Navy</strong> supported by a single integrated pay and personnelsystem, is the paradigm by which a Sailor may serve and reenlist during the course ofa lifetime. This ‘Sailor for Life’ philosophy allows Sailors the flexibility to movebetween Active and Reserve status, manage a civilian career, pursue advancededucation, and account for unique life circumstances. In other words, it enablesSailors to serve continuously with seamless transitions. This framework provides thetaxpayer with a better return on investment by expanding the opportunities for ourSailors to serve, thereby taking advantage of both military and civilian training andFY 2011 Department of the <strong>Navy</strong> <strong>Budget</strong> 3‐7
