February 2010Shaping a Full‐Spectrum Naval Forceof joint operations; and to provide the right person with the right skills at the righttime as the best value to the joint force.<strong>Navy</strong> continues to provide support to Sailors and theirfamilies through a “continuum of care” that covers allaspects of individual medical, physical, psychologicaland family readiness. The <strong>Navy</strong>’s Safe Harbor programprovides recovery coordination and advocacy forseriously wounded, ill and injured Sailors and CoastGuardsmen, as well as a support network for theirfamilies. The Anchor Program leverages the volunteerservices of <strong>Navy</strong> Reserve members and retirees whoassist Sailors in reintegrating with family andcommunity. The Operational Stress Control programprovides an array of initiatives designed to proactivelypromote psychological resilience and sustain a culture ofpsychological health among Sailors and their families. A formal curriculum is beingdeveloped which will be integrated into the career training continuum for all Sailorsthroughout their <strong>Navy</strong> careers. We continue to move mental health providers closerto the battlefield and have provided incentives for these military mental healthproviders to ensure the right providers are available.Our vision is a naval manpower, personnel, training and education system thattargets and attracts the right talent, then trains, develops, equips and motivates thesemen and women throughout a career of naval service. <strong>Navy</strong> total force readiness willbe enhanced by focusing on sailor readiness. Our strategy for the future will beguaranteed by focusing on developing policies that bring forth the promise of ourpeople, thereby ensuring full development of their personal and professionalcapabilities.The Department’s Maritime Strategy, issued by the <strong>Navy</strong>, Marine Corps and CoastGuard 2 years ago, continues to guide our efforts. The strategy recognizes theimportance of naval partnerships and elevates the importanceof preventing war to the ability to fight and win. The mostimportant element in carrying out our mission is people.Beyond the fight in Iraq and Afghanistan, however, weremain an expeditionary force. We are engaged in missionsfrom the Horn of Africa, to the Caribbean and thePhilippines. In total, we have 53,000 sailors deployed andFY 2011 Department of the <strong>Navy</strong> <strong>Budget</strong> 3‐3
