February 2010Shaping a Full‐Spectrum Naval ForceSECTION III ‐ SHAPING A FULL‐SPECTRUM NAVAL FORCEOVERVIEWThe Department is committed totaking care of our total force, whichincludes our Sailors, Marines, andcivilians by sustaining quality ofservice/quality of life programs,including training, compensation,promotion opportunities, health care,housing, and reasonable operationaland personnel tempo. Our people arethe critical component to theDepartment’s Maritime Strategy.Quality of life and quality of service are key factors in attracting and retaining highlymotivatedand qualified personnel. The Department remains committed to providingthe right person with the right skills, at the right time and at the best value whileensuring the welfare of our Sailors, Marines and their families.Military personnel FY 2011 budget estimates include a basic pay raise of 1.4 percent.Given the change in retention and loss behavior, we are focused on stabilizing theforce through a targeted investment approach – reducing or eliminating monetaryincentives where they are not needed. As a result of increased efficiencies ashore anda reduction in force structure, the Navy continues to budget for reduced strengthlevels in FY 2011 as we shape the force. A component of our force stabilization effortsis to provide opportunities for Sailors to seamlessly transition between active andreserve service throughout their careers. Navy is removing barriers to ease thistransition while developing flexible service options and levels of participation to meetthe individual Sailor’s ability to serve the Navy throughout a lifetime of service. Thiscontinuum of service approach will ultimately enhance the effectiveness of the NavyTotal Force. The Marine Corps has accomplished its goal of growing the force to202,100 Marines. This will help to provide our Marines greater dwell time and willprovide the opportunity to address other training and missions that have not beenaccomplished in our recent history.FY 2011 Department of the Navy Budget 3‐1
Shaping a Full‐Spectrum Naval Force February 2010Recruiting and retention is projected to meet Navy and Marine Corps requirements,with particular focus on active and reserve components “low density/high demand”skill sets such as Naval Special Warfare, linguists, Seabees, reconnaissance Marines,explosive ordnance disposal, and medical specialties.The total naval workforce is shaped and optimized to support the National DefenseStrategy. By maintaining U.S. maritime dominance, our Sailors and Marines promotesecurity, stability, and trust around the world. Together, we provide a persistentforward presence, power projection abroad and protection of the world’s sea lanes.Our Sailors and Marines, in cooperation with our foreign partners and allies, continueto provide training and deliver humanitarian aid, disaster relief and other assistancethroughout the globe. In times of crisis, Navy and Marine Corps units are oftenalready on the scene or the first U.S. assets to arrive in force. And they accomplishthis all as a seaborne force with a minimum footprint.America’s naval forces are combat‐ready because of the dedication and motivation ofour sailors, Marines, and DON civilian workforce. The development and retention ofquality personnel are vital to maintaining an agile and flexible force that can not onlycontribute to winning our nation’s wars but can also assist in preventing futureconflict to the extent possible – whether by dissuasion, deterrence, humanitarianaction or disaster relief. Our goal is a seamless Total Force valued for a lifetime ofservice.MILITARY PERSONNELActive Navy PersonnelWe remain invested in recruiting, training and retainingNaval personnel to create an environment that offersopportunity, promotes personal and professional growth,and provides the kind of workforce needed for the 21stcentury.
