America’s naval forces are combat‐ready largely due tothe dedication and motivation of our individual Sailors, Marines, andcivilians.• Wounded Warrior Medical Care. We have a solemn duty to ensure that whenour forces go into harm’s way, there is an excellent, comprehensive andsustainable plan for the care of our wounded, ill, or injured. The <strong>Navy</strong> SafeHarbor Program and the Marine CorpsWounded Warrior Regiment provideexceptional, individually tailored assistanceto our wounded warriors, with acomprehensive approach designed tooptimize their recovery, rehabilitation, andreintegration. The <strong>DON</strong> is also collaboratingwith the Departments of Defense andVeterans Affairs to foster continuity of careacross all systems and facilitate efficient andeffective transitions. Additionally, theNational Naval Medical Center has a newstate‐of‐the‐art unit to treat Traumatic BrainInjury (TBI). TBI is the defining wound ofOperation Iraqi Freedom, and this clinic provides unsurpassed inpatient carefor polytrauma patients with TBI, serving all blast‐exposed or head‐injuredcasualties medically evacuated from theater. Further, to address PostTraumatic Stress Disorder (PTSD) and other psychological conditions thataffect more and more of our force, the <strong>Navy</strong> and the Marine Corps continueto improve their Operations Stress Control (OSC) programs. Thiscomprehensive approach seeks to not only promote psychological resilience,but also a culture of psychological health among our Sailors and Marines andtheir families.• Housing and Child Care. The world’s finest naval force deserves the world’sfinest family support programs, including community and health careservices and access to quality, affordable child care. This budget requestdemonstrates a commitment to our <strong>Navy</strong> and Marine Corps families byinvesting in family programs, housing, and infrastructure. The Departmentcontinues to invest in family housing, with a project for 71 new constructionunits and two privatization projects which will add 324 units included in theFY 2011 budget.
