Rebalancing to Meet Priorities February 2010Marines are serving as members of Carrier Strike Groups, ExpeditionaryStrike Groups, Special Operating Forces, Seabee units, Marine battalions,riverine squadrons and medical units. Today, significant TACAIR supportfor Afghanistan comes from carriers and as the ground infrastructure inAfghanistan increases, the requirement for carrier based air will likelyincrease.• Preventing and Deterring Conflict. To help secure and ensure the UnitedStates’ access to the global commons (sea lines of communication) theDepartment of the <strong>Navy</strong> is working to expand our engagements with othernations. Fostering trust and cooperative relationships with foreign partners iscritical to national security, but trust cannot be simply summoned inmoments of crisis. It must be developed over time. To revitalize existingrelationships and create new ones, we need to show long‐term commitment.Our naval forces contribute significantly to cooperative security operationsthrough forward presence and sustained, routine engagement with foreignpartners and allies. We are committed to sustaining this core capability of theMaritime Strategy. Through such initiatives as the Africa Partnership Station(a multinational initiative), and Pacific Partnership (sponsored by the U.S.Pacific Fleet) we strengthen our international relationships. Additionally, theDepartment will increase its emphasis in support of cyberspace operations asreflected in the stand up of 10 th Fleet (Cyber Command) and Marfor CyberCommand in 2009 and the budgeted increase of billets for this mission.• Preparing for a Wide Range of Contingencies. The Department of the <strong>Navy</strong>supports the Defense strategy to prepare for a wide range of contingencies.Asymmetric use of technology will pose a range of threats to the U.S. and itspartners. We have addressed both high‐end and asymmetric threats throughselected procurements to prepare for a wide range of future contingencies.For example, in our aircraft procurement plan, the EA‐18G Growler, whichreplaces the EA‐6B, assumes the airborne electronic attack role supporting alloperational requirements and fully integrating into strike packages. TheP‐8A, which has the second LRIP award of seven aircraft in FY 2011, willhave increased capabilities over the P‐3 as it addresses emerging technologiesand ever evolving irregular threats. While naval forces are conductingcombat and combat‐support missions in Iraq and Afghanistan, the <strong>Navy</strong> andthe Marine Corps also stand ready to answer our nation’s call across the fullspectrum of military operations. We will work to continue their proud1‐8 FY 2011 Department of the <strong>Navy</strong> <strong>Budget</strong>
