February 2010Revitalizing the Force AshoreBase SupportThe Base Support business area is comprised of the Facilities EngineeringCommands (FECs) and the Naval Facilities Engineering Service Center (NFESC).The FECs provide a broad range of services and ensure that <strong>DON</strong> and DoD facilitiesand installations have reliable access to utilities services such as electricity, water,steam and natural gas and building/facilities repair, maintenance and modernizationservices. NFESC is a <strong>DON</strong>‐wide technical center delivering quality products andservices in energy and utilities, amphibious and expeditionary systems,environment and shore, and ocean and waterfront facilities. In addition, energyefficiency improvements in both buildings and support vehicles are beingimplemented by Base Support activities in order to conserve <strong>DON</strong> and DoDresources. Facility‐related technology development and environmental testing isalso performed by this group.Even though the FECs are impacted by higher purchased utilities costs and theaddition of new customer workload due to the Joint Base Initiative, they areimplementing energy conservation measures that are expected to limit the growth inthe quantities of electricity and natural gas consumed. They have also incorporatedinitiatives to standardize and contain vehicle and equipment operating costs. Withregard to facility management and services, the FECs are curbing the cost growthassociated with facility service contracts by maximizing the use of regional contractsand seeking fewer and longer term contracts while still maintaining small businesscommitments.TransportationWhile over‐ocean movement of supplies and provisions to the operating forces is aprimary focus of this group, it also maintains prepositioned equipment and suppliesas well as other special mission services.Transportation is comprised of the MilitarySealift Command (MSC) which supports thefleets, Naval Sea Systems Command, andSpace and Naval Warfare Systems. Thethree programs budgeted by MSC throughthe NWCF are: 1) Naval Fleet AuxiliaryForce which provides support utilizingcivilian mariner manned non‐combatantships for material support and ocean goingtugs and salvage ships; 2) Special Mission Ships which provide unique seagoingFY 2011 Department of the <strong>Navy</strong> <strong>Budget</strong> 6‐15
