February 2010Revitalizing the Force Ashore2011 is often material intensive, requiring fewer direct labor hours to repair.Contractors are used to supplement the organic workforce during workload peaks.Since the FY 2010 Presidentʹs Budget,MRAP vehicle workload has continued togrow at the Marine Corps Depots andincludes repairs and upgrades to vehiclesin‐theater as well as some work at thedepots. Current projections of otherworkload includes repair of combatdamagedequipment and weapons systemsreturning from OIF/OEF as well asarmor/ballistic protection upgrades prior toOCO deployments. The impacts of the changing force levels associated with OCOcontinue to develop and will have an impact on depot maintenance operations.Increases in workload over current projections can be accommodated by deferringor canceling planned FY 2011 civilian workforce reductions.Research and DevelopmentResearch and Development includes the Warfare Centers and the Naval ResearchLaboratory. R&D activities are very heavily involved in the development,engineering, acquisition and in‐service support of weapons systems and equipmentfor the air, land, sea, and space operating environments that are the key to DON andDoD success. Their contributions are evidenced through their research, engineeringand testing efforts in the fields of space, aerial, surface and sub‐surface sensors,communications systems, multi‐media data fusion, and battle management systems.R&D activities are also implementing improvements and greater standardizationamong their acquisition workforces, thereby contributing to the progression ofoverall acquisition process and execution improvement under the corporatemanagement and support area.Certain R&D activities support the logistics through the repair and maintenance ofselect items of operating forces weapons and equipment. This is done in thoseinstances in which the work is limited in scope, irregular in schedule and/or veryspecialized (and therefore not sufficient to warrant fully dedicated depot facilities orcommercial source interest). Workload at R&D activities remains robust andrelatively constant between FY 2009 and FY 2011, of approximately $12 billionannually.FY 2011 Department of the Navy Budget 6‐13
Revitalizing the Force Ashore February 2010Additionally, NWCF R&D activities have been at the forefront of implementingNavy ERP. Navy ERP came on‐line at Naval Air Warfare Center in FY 2008. Spaceand Naval Warfare Systems Centers went live in FY 2010.• Space and Naval Warfare SystemCenters provide fleet support forcommand, control, and communicationsystems, and ocean surveillance, andthe integration of those systems thatoverarch platforms. The currentestimate reflects the impact of the BaseRealignment and Closure Vrecommendation to consolidatemaritime command, control, communications, computers, intelligence,surveillance, and reconnaissance (C4ISR) research, development and acquisition,test and evaluation functions.• Naval Air Warfare Center provides fleet support for naval aircraft, engines,avionics, aircraft support systems and ship/shore/air operations. This budgetreflects the realignment of the Naval Air Warfare Center Training SystemsDivision (NAWCTSD) from mission funding to the NWCF beginning in FY 2011.NAWCTSD provides a full range of innovative training solutions, products, andservices. Their core competencies include requirements analysis, systemsengineering, systems acquisition, fielding and sustainment over the trainingsystems life cycle. Customers include Navy, Army, Air Force, Department ofDefense, and Coast Guard.• Naval Surface Warfare Center provides fleet support for hull, mechanical, andelectrical systems, surface combat systems, coastal warfare systems, and otheroffensive and defensive systems associated with surface warfare.• Naval Undersea Warfare Center provides fleet support for submarines,autonomous underwater systems, and offensive and defensive systemsassociated with undersea warfare.• Naval Research Laboratory operates as the DON’s full spectrum corporatelaboratory, conducting a broadly based multidisciplinary program of scientificresearch and advanced technological development directed toward maritimeapplications of new and improved materials, techniques, equipment, systems,and ocean, atmospheric, and space sciences and related technologies.6‐14 FY 2011 Department of the Navy Budget
