February 2010Revitalizing the Force AshoreBASE REALIGNMENT AND CLOSURE (BRAC)The Department continues to fund BRAC initiatives in the FY 2011 budgetsubmission. The BRAC process continues to generate significant savings fromreductions in the domestic base structure. The Department of the <strong>Navy</strong> employed amulti‐pronged strategy for BRAC 2005 that sought to rationalize and consolidateinfrastructure capabilities to eliminate excess; balance the effectiveness of the Fleetconcentrations with anti‐terrorism/force protection desires for dispersion of assetsand redundancy of facilities; leverage opportunities for total force lay‐down andjoint‐basing; accommodate changing operational concepts; and facilitate theevolution of force structure and infrastructure organizational alignment. BRAC2005 is the means for reconfiguring the current infrastructure into one in whichoperational capacity maximizes warfighting capability and efficiency.The program provides $342 million in FY 2011 to continue implementation of the2005 BRAC Commission recommendations. The Department’s implementation planmeets the statutory requirement for closure and realignment by September 15, 2011.BRAC 2005 accomplishments• Closed Naval Station Pascagoula and returned Singing River Island forlocal use• Closed or realigned 38 of 49 Naval Operational Support Centers, <strong>Navy</strong>Marine Corps Reserve Centers, <strong>Navy</strong> Recruiting Districts, <strong>Navy</strong> Regions, and<strong>Navy</strong> Reserve Regional Component Commands• Realigned <strong>Navy</strong> Region Northeast from New London, CT to Virginia• Converted Inpatient Services to Clinics at Marine Corps Air Station CherryPoint and Naval Station Great Lakes• Relocated first unit/squadron from Naval Air Station Atlanta• Finished relocating Naval Facilities Command Southeast to new HQ buildingat Naval Air Station Jacksonville, FL• Executed Federal City lease with state of Louisiana• Closed Naval Weapons Station Seal Beach Detachment Concord andtransferred property to U.S. Army• Relocated mine countermeasure ships and functions from Naval StationIngleside, TX to Naval Station San Diego, CA.• Relocated <strong>Navy</strong> Reserve Forces Command from Naval Support Activity NewOrleans, LA to Naval Station Norfolk, VA.FY 2011 Department of the <strong>Navy</strong> <strong>Budget</strong> 6‐5
