February 2010Rebalancing Investment to Meet Global Requirementsprovides an S&T solution that meets or exceeds the need, with short‐term programsand rapid solutions. Experimentation employs the Naval Warfare DevelopmentCommand and the Marine Corps Warfighting Laboratory, in partnership with theOffice of Naval Research, to explore future war fighting concepts and evaluate thecapability potential of emerging technologies.Processes for InnovationOne of the efforts supporting several capability portfolios is Sea Trial, theDepartment’s process for integration of emergent concepts and technologies leadingto continuous improvements in warfighting effectiveness and a sustainedcommitment to innovation. Sea Trial, led by the <strong>Navy</strong> Warfare DevelopmentCommand (NWDC), continuously surveys the changing frontier of technology andidentifies candidates with the greatest potential to provide dramatic increases inwarfighting capability.Following the warfighters’ lead, supporting centers for concept developmentpropose innovative operational concepts to address emergent conditions. Aprimary goal of Sea Trial is to more fully integrate the technological and conceptualcenters of excellence in the Systems Commands and elsewhere, along with testingand evaluation centers, so that their combined efforts result in significantadvancements in deployed combat capability. Working closely with the Fleet,technology development centers, Systems Commands, warfare centers, andacademic resources, NWDC will continue to align war gaming, experimentation,and exercise events so that they optimally support the development oftransformational concepts and technologies.The FY 2011 budget continues to support Marine Corps Warfighting Laboratoryoperational improvement efforts, investigating new and potentially valuabletechnologies, and evaluating their impact on how the Marine Corps organizes,equips, and trains to fight in the future. This includes improvements to:• Defeat of improvised explosive devices• Command post systems• Command and control shared data environments• Landing force technologies• Assault vehiclesFY 2011 Department of the <strong>Navy</strong> <strong>Budget</strong> 5–33
