February 2010Rebalancing Investment to Meet Global RequirementsScience and TechnologyThe FY 2011 budget requests $2.0 billion for the S&T program. The FY 2011 S&Tbudget request supports the Naval Science and Technology (S&T) Strategic Planwhich was approved by the Department of the <strong>Navy</strong>’s S&T Corporate Board andupdated in February 2009. By design, it is a broad strategy that provides strongdirection for the future, but also retains sufficient flexibility and freedom of action toallow the <strong>Navy</strong> to meet emerging challenges or quickly alter course as directed bysenior leadership.The basic research and applied research components of S&T fall primarily within thecorporate management and support capability portfolio, along with studies andanalyses. The advanced technology component of S&T supports a number ofcapabilities.The FY 2011 S&T portfolio isaligned to support 13 discretenaval S&T focus areas composedof: 1) power and energy; 2)operational environments; 3)maritime domain awareness,4) asymmetric and irregularwarfare, 5) information superiorityand communication; 6) powerprojection; 7) assure access andHiFocusLoQuickReactionS&T10%Leap AheadInnovationsAcquisitionEnablers35%Discovery & Invention(Basic and Applied Science)13%Near Mid Farhold at risk; 8) distributed operations; 9) naval warrior performance and protection;10) survivability and self‐defense; 11) platform mobility; 12) fleet/force sustainment;and 13) total ownership cost (formally affordability, maintainability, and reliability).42%Discovery & Invention (D&I): This area consists of basic research and the earlystages of applied research. D&I is the genesis of future naval technologies andsystems. It provides technology options, maintains S&T capacity vital to navalinterests, and is an important component in the development of the next generationof the S&T workforce. The D&I portfolio, by design, has a broad focus, andprograms are selected based on naval relevance and scientific and technologicalopportunity. An important aspect of D&I is the investment in essential and uniquedisciplines, such as the National Naval Responsibility (NNR) including oceanacoustics, underwater weapons, underwater medicine, and naval engineering. D&Iinvestments are planned and coordinated to leverage other military services,FY 2011 Department of the <strong>Navy</strong> <strong>Budget</strong> 5–31
