February 2010Rebalancing Investment to Meet Global Requirementswill play a key role in Ship‐To‐Objective‐Maneuver (STOM) with its mobility andmounted heavy or medium weapons.In preparation for future contingencies,the Marine Corps is pursuing thedevelopment of the ExpeditionaryFighting Vehicle (EFV) and the Joint LightTactical Vehicle (JLTV). The EFV is a selfdeploying, high water‐speed, armored,amphibious vehicle capable oftransporting 17 Marines from shipslocated beyond the horizon to inlandobjectives. The EFV is currently in theDevelopment and Demonstration phase and will ultimately replace the AAV7A1that was first fielded in 1972. The JLTV will replace the HMMWV fleet withmultiple variants providing the MAGTF commander with a family of tacticalvehicles tailored for unique mission tasks.RESEARCH AND DEVELOPMENT SUPPORTThe Department of the <strong>Navy</strong>’s Research, Development, Test and Evaluationprogram supports the Department’s visionfor future capabilities by providing theability to enable research, development,experimentation and studies that are vital inthe support of all nine joint capability areas.Over half of the entire FY 2011 RDT&Eprogram supports the force applicationcapability, while other funding supportsbattlespace awareness, logistics, net‐centric,command and control, protection, andcorporate management and support efforts. The Department’s Research,Development, Test and Evaluation program begins with the corporate strategy thatdirect its science and technology program, leveraging innovative conceptdevelopment and experimentation programs. These efforts, along with the efficientexecution of management and support programs, provide the foundation to supportdelivery of major platforms and capabilities to our Sailors and Marines.5–30 FY 2011 Department of the <strong>Navy</strong> <strong>Budget</strong>
