February 2010Rebalancing to Meet PrioritiesA worldwide presence, credible deterrence, the ability to project power from navalplatforms anywhere on the globe, and the ability to prevail at sea continue to be thebasic themes of the strategic maritime posture. The stability of the globalenvironment as well as the security and prosperity of our own nation are directlylinked. The bulk of the world’s products continue to move by sea in an environmentwhere security challenges are increasingly transnational. Forward presence makesthe <strong>Navy</strong> and Marine Corps our nation’s ready force, globally postured to dissuade,deter and, if required, defeat others’ efforts to disrupt international stability.DEPARTMENT OF THE NAVY STRATEGYOur cooperative maritime strategyarticulates the six core capabilities offorward presence, deterrence, sea control,power projection, maritime security, andhumanitarian assistance/disaster responsethat our naval forces provide to ensurethe security and prosperity of our nationand its people. Together, the <strong>Navy</strong> andMarine Corps constitute the nation’sforward rotational force, with <strong>Navy</strong> andMarine Corps units operating globally at sea and on land. Our flexible, missiontailoredforces, able to deliver capability where needed on short notice, also ensurethe nation is prepared for any crisis requiring the supremacy of airpower. In today’suncertain environment, engaging foreign counterparts becomes even moreimportant. Our ability to prevent conflict by direct interaction is essential to thenation’s security. In recent years, the sea services have begun to expand the six corecapabilities to achieve a balanced blend of peacetime engagement and major combatoperations capabilities.FORWARD PRESENCEUnited States naval forces significantly contribute tocooperative security operations through forward presenceand sustained, routine engagement with foreign partnersand allies. On any given day, our naval forces are deployedto locations around the world, ready to answer the nation’scall. Our FY 2011 budget supports a forward posture andFY 2011 Department of the <strong>Navy</strong> <strong>Budget</strong> 1‐3
