1. INTRODUCTION<br />

The international institutional <strong>evaluation</strong> process of the University of Agricultural Sciences and Veterinary<br />

Medicine Cluj-Napoca conducted by the European University Association (EUA) is taking place within the<br />

context of major reforms in the Romanian higher education system, and specifically in accordance with the<br />

provisions of the new Law on Education that came into force in January 2011. The law requires that the<br />

national university classification exercise be followed by the institutional <strong>evaluation</strong> of all universities, carried<br />

out by an international agency. The European University Association (EUA) has been selected by the Romanian<br />

authorities to carry out this task.<br />

The university’s representatives atten<strong>de</strong>d the workshop for universities organized in Bucharest on the 10 th of<br />

January 2012 by the Executive Agency for Higher Education, Research, Development and Innovation Funding<br />

(UEFISCDI) and the European University Association (EUA). On the 26 th of January 2012, the University’s<br />

Senate was informed on the international institutional <strong>evaluation</strong> process and about the requirements<br />

presented in the “Gui<strong>de</strong>lines for institutions – Institutional Evaluation Program: Performance in Research,<br />

Performance in Teaching – Quality, Diversity, and Innovation in Romanian Universities Project - the January<br />

2012 version”, issued by the European University Association (EUA) through its Institutional Evaluation<br />

Program (IEP) which is on the European Register of Quality Agencies (EQAR).<br />

To ensure the success of the <strong>self</strong>-<strong>evaluation</strong> process, on the 7 th of February 2012 the University’s<br />

Administration Council nominated the University’s Self-<strong>evaluation</strong> group appointed to coordinate the <strong>self</strong><strong>evaluation</strong><br />

process and to provi<strong>de</strong> the University’s Self-<strong>evaluation</strong> <strong>report</strong> in accordance to the IEP Gui<strong>de</strong>lines.<br />

The members of the University’s Self-<strong>evaluation</strong> group (SEG) are as follows:<br />

� Mrs. Carmen SOCACIU, Professor – Vice rector for Research – Chairperson of SEG;<br />

� Mr. Ioan ROTAR, Professor – Vice rector for Aca<strong>de</strong>mic;<br />

� Mr. Augustin VLAIC, Professor– Vice rector for Institutional Development;<br />

� Mr. Adrian OROS, Lecturer – Vice rector for Social and Stu<strong>de</strong>nts activities<br />

� Mrs. Ioana POP, Lecturer – Vice rector for Quality and Human Resources;<br />

� Mr. Andrei MIHALCA, Lecturer – Vice rector for International Relations;<br />

� Mrs. Roxana VIDICAN, Professor – Dean of the Agriculture Faculty;<br />

� Mr. Radu SESTRAŞ, Professor – Dean of the Horticulture Faculty;<br />

� - Mrs. Vioara MIREŞAN, Professor – Dean of the Animal Science and Biotechnology Faculty;<br />

� Mr. Cornel CĂTOI, Professor – Dean of the Veterinary Medicine Faculty;<br />

� Mr. Doru SABĂU, Eng. Ph D – Head of the Research Department – Secretary of SEG;<br />

Aiming at a broad view of the University the SEG members represent the major constituencies of the<br />

University, and are in a good position to judge the University’s strengths, weaknesses, opportunities and<br />

threats.<br />

The present Self-Evaluation Report is the result of the process <strong>de</strong>veloped within the institution during<br />

February – March 2012 by the Self-<strong>evaluation</strong> group (SEG) and un<strong>de</strong>r the responsibility of the Rector. The data<br />

collection was performed by SEG in collaboration with all the institutional structures, secretary’s offices,<br />

university administration, faculties, support <strong>de</strong>partments and offices. The data were analyzed by SEG in a<br />

transparent <strong>self</strong>-<strong>evaluation</strong> process, including consultation meetings (between February and March 2012) on<br />

different topics and at different levels: faculty/chair management structures (for analyzing the aca<strong>de</strong>mic<br />

management and quality assurance/quality <strong>evaluation</strong> processes); stu<strong>de</strong>nts and aca<strong>de</strong>mic staff<br />

representatives (consi<strong>de</strong>ring the educational and research <strong>de</strong>partments), and the doctoral school. The<br />

participants were invited to disseminate the information within the group members they represent and to<br />

formulate the feedback for the discussion points. The collected inputs have allowed the final formulation of<br />

the <strong>self</strong>-<strong>evaluation</strong> <strong>report</strong>. The institutional management strongly supported the whole <strong>self</strong> <strong>evaluation</strong><br />

process, by outlining the aim and the responsibility of SEG towards the entire university community, within<br />
