4. GOVERNANCE AND ACTIVITIES<br />

4.1. Governance and management<br />

The effective organization of the governance and activities of USAMV Cluj-Napoca took into consi<strong>de</strong>ration the<br />

norms and values mentioned above, related to the university strategy, vision and objectives, and were based<br />

on the main strategic <strong>de</strong>cisions ma<strong>de</strong> during the last 10 years (see: Appendix – Strategic <strong>de</strong>cisions in the last<br />

<strong>de</strong>ca<strong>de</strong>):<br />

� 2004 – First implementation of Quality assurance system in the university, by a SWOT analysis and<br />

aca<strong>de</strong>mic process <strong>evaluation</strong><br />

� Since 2004 - Restructuring the educational offer of bachelor diploma, adapted to the society needs, and<br />

implementation for ECTS system according to Bologna system<br />

� Since 2005 - Research infrastructure <strong>de</strong>velopment and implementation of research projects by promoting<br />

excellence<br />

� 2009 – Institutional Evaluation and recognition of university to have a “High confi<strong>de</strong>nce” for the<br />

educational quality, by ARACIS<br />

� 2009 – Management Evaluation, implementation and accreditation of system ISO 9001:2008 by TUV<br />

Austria<br />

� 2011 – National classification and recognition of the university to be as an “Advanced research and<br />

education“ of first class ( ranked 5/12)<br />

Analysis of management practice. The USAMV Cluj-Napoca governance and management are formulated<br />

according to the strategic goals and objectives, fully respecting the university vision and mission, the<br />

specificity of each faculty, and the national and international general context.<br />

Starting with 2011, the new Law of Education empowered the entire aca<strong>de</strong>mic community in electing the top<br />

management structure. The actual management structures of USAMV Cluj-Napoca at the different levels are<br />

presented in the Appendices of the Self-<strong>evaluation</strong> Report (see: Appendix – Management and organizational<br />

chart and Appendix – Faculties chart). The members in the university’s management structures were elected<br />

through a bottom-up process (successive elections at <strong>de</strong>partment/faculty council, and university’s Senate,<br />

according to the legal provisions of the Education Law No. 1/2011 and the methodology for university’s<br />

elections approved by the university’s Senate). The Faculty councils validated at least two candidates for the<br />

<strong>de</strong>an position. The Senate elected its presi<strong>de</strong>nt and the coordinators of Senate commissions.<br />

According to this methodology and to a Referendum among all staff members from the university, the rector<br />

was elected by all university’s aca<strong>de</strong>mic staff and then, by a top-down system, the rector nominated the vicerectors<br />

and selected, upon a public competition, the <strong>de</strong>an of each faculty from the candidates validated by the<br />

faculties councils. Subsequently, the <strong>de</strong>ans nominated the vice-<strong>de</strong>ans.<br />

The University Senate, with <strong>de</strong>mocratically elected representatives from each faculty and <strong>de</strong>partment<br />

(aca<strong>de</strong>mic staff 75% and stu<strong>de</strong>nts 25%), is the <strong>de</strong>cision making body of USAMV Cluj-Napoca. It also inclu<strong>de</strong>s, as<br />

invited member, the representative of the labor syndicates. The University Senate it<strong>self</strong>, or by its operative<br />

structure - the Senate Board, <strong>de</strong>ci<strong>de</strong>s upon the major issues concerning USAMV Cluj-Napoca aca<strong>de</strong>mic<br />

activities and policies, funding issues, the selection and promotion of aca<strong>de</strong>mic and administrative staff,<br />

stu<strong>de</strong>nts admission, <strong>de</strong>velopment of services towards society.<br />

The operative management structure (Council of Administration) inclu<strong>de</strong>s the rector, six vice-rectors, the<br />

university administrative general manager and the stu<strong>de</strong>nts’ representative (prefect), each member being<br />

responsible for specific management activities according to the university strategy and organizational chart.<br />

For teaching activities, e.g. curricula <strong>de</strong>velopment and revision, selection and promotion of aca<strong>de</strong>mic staff,<br />

stu<strong>de</strong>nts’ admission, the vice-rector for education is responsible. For research related activities, policies,<br />

strategies and quality standards, the proposals come from the <strong>de</strong>partments, the research centers and<br />

laboratories, and the Scientific Council is proposing the <strong>de</strong>cisions, which have to be validated by the<br />

Administration Council.<br />
