consultancy, as well technical services to the economic and social partners, to realize effectively the<br />

knowledge and the technical transfer of the research results towards the companies.<br />

� To support the <strong>de</strong>velopment of new SMEs as university spin-offs, as they may form an important<br />

framework for technology transfer of high-tech products.<br />

� To ensure permanent connections with the local/regional and national authorities by: the members of<br />

the university management and aca<strong>de</strong>mic community being elected as members of national councils and<br />

ministry boards and commissions (CNFIS, UEFISCDI, ANCS, ARACIS, CNDI, CCCDI)<br />

3.4. Funding<br />

USAMV Cluj-Napoca, as a public higher aca<strong>de</strong>mic institution, is mainly financed from governmental/public<br />

funds, but it has its own resources of <strong>self</strong>-funding by teaching programs, projects and services, consultancy<br />

and technical services, sponsorships, etc. The university total budget had an increasing trend in the last 8<br />

years, in spite of the continued <strong>de</strong>crease of the public financing. Attracting funds represents a prerequisite for<br />

the entrepreneurial attitu<strong>de</strong> of USAMV Cluj-Napoca <strong>de</strong>velopment.<br />

Consi<strong>de</strong>ring the balance between the public financing and the <strong>self</strong>-financing of the university, the average<br />

ration in the last 4 years was of around 1 to 1.<br />

Research projects are the best financing source and a value-ad<strong>de</strong>d know-how. In spite of its “small dimension”<br />

among the other Romanian universities, in 2007 USAMV Cluj-Napoca was on the first place in Romania<br />

regarding the success rate (nr. of projects/per aca<strong>de</strong>mic staff) for research projects at national level, especially<br />

for PhD stu<strong>de</strong>nts and post-doctoral <strong>de</strong>dicated projects financed by national programs coordinated by the<br />

Research National Agency (ANCS) and National Research Council for Higher Education (CNCSIS) (see: Ministry<br />

Decision No. 2784/13 th of December 2007).<br />

USAMV Cluj-Napoca has been successfully involved in a significant number of projects financed by European<br />

FP6, FP7 research projects, as well as by participating to COST and Leonardo projects.<br />

3.5. The position of the university at local, regional, national, and international levels<br />

USAMV Cluj-Napoca is aware that, as a key-aca<strong>de</strong>mic institution in Transylvania, it needs to disseminate not<br />

only theoretical knowledge and practical know-how, but also to be a provi<strong>de</strong>r and beneficiary of society<br />

inputs/outputs by a<strong>de</strong>quate services. The university aims to be a pole of knowledge for the bioeconomy at<br />

national level, by its innovation and technology performance.<br />

Therefore, the short term strategy aims to train stu<strong>de</strong>nts from all cycles as professionals in or<strong>de</strong>r to satisfy the<br />

local/regional needs, to find employment in specific companies, agencies and healthcare, culture and<br />

education institutions, as well to provi<strong>de</strong> solutions to international needs. On long term, USAMV Cluj-Napoca<br />

is strategically planning to become a leading aca<strong>de</strong>mic institution, a competitive pole of excellence in<br />

education and research for its sustainable <strong>de</strong>velopment (education and RTD), at local and regional level, a top<br />

university in Romanian’s National ranking as well as by the European full recognition.<br />

3.6. Strategic choices ma<strong>de</strong> by the institution<br />

By its mission, vision and strategic choices, USAMV CLUJ-NAPOCA is part of the European Higher Education<br />

and Research Areas, promoting the values and the action lines of the EU restructuring processes <strong>de</strong>fined by<br />

the Bologna and Lisbon Declarations, and consi<strong>de</strong>ring the Romanian legislation as part of EU requirements.<br />

The global changes in higher education, along with local/regional/national needs, were analyzed carefully by<br />

USAMV Cluj-Napoca and are inclu<strong>de</strong>d in its strategy and objectives.<br />

Consi<strong>de</strong>ring its traditional values, the present infrastructure and human resources, the financing, the acquired<br />

results and performance, the actual and future society needs, and in connection with the international trends,<br />

USAMV Cluj-Napoca formulated its specific vision for Excellence, Competitiveness and Societal Integration.<br />

Based on this vision, the next four years strategy will be followed by the university management team, in<br />

connection with all internal and external stakehol<strong>de</strong>rs, for the university’s sustainable <strong>de</strong>velopment.<br />
