speech and recounted that <strong>the</strong>y had been severely<br />

tortured to make <strong>the</strong>m confess, and that <strong>the</strong>y were<br />

unable to get food because many prisoners did not<br />

want to share food with <strong>the</strong>m, on <strong>the</strong> grounds that<br />

<strong>the</strong>y were <strong>Pygmies</strong>, dirty and uncivilized. In addition<br />

even <strong>the</strong>ir families were denied visits.’ 66<br />

During <strong>the</strong>ir trial <strong>the</strong> <strong>Batwa</strong> were not given full opportunity<br />

to challenge <strong>the</strong> prosecution, and <strong>the</strong>ir incommunicado<br />

detention and torture had impaired <strong>the</strong>ir ability to<br />

organize <strong>the</strong>ir defence. 67 Despite <strong>the</strong> right to free legal<br />

assistance, 68 <strong>the</strong> judge made no effort to secure this for<br />

<strong>the</strong>m. However, <strong>the</strong> prosecutor was unable to prove <strong>the</strong>ir<br />

guilt and <strong>the</strong> <strong>Batwa</strong> men were released.<br />

<strong>The</strong> abuses suffered by <strong>Batwa</strong> expelled from <strong>the</strong>ir<br />

forests are scandalous. Sealing <strong>of</strong>f areas from human<br />

exploitation in order to preserve <strong>the</strong>m treats <strong>the</strong> symptoms<br />

<strong>of</strong> environmental degradation but not <strong>the</strong> causes. It<br />

serves only to aggravate hardship and is ineffective in <strong>the</strong><br />

long term. In <strong>the</strong>ir haste to protect biodiversity, conservation<br />

planners have done little to inspire confidence among<br />

<strong>the</strong> peoples most affected by <strong>the</strong>ir actions.<br />

Consultation with <strong>Batwa</strong> has too <strong>of</strong>ten meant informing<br />

<strong>the</strong>m <strong>of</strong> <strong>of</strong>ficial decisions, ra<strong>the</strong>r than developing genuine<br />

dialogue or participation in <strong>the</strong> decision-making process.<br />

<strong>The</strong> alienation <strong>of</strong> local people from conservation is probably<br />

<strong>the</strong> single most important factor preventing durable<br />

conservation from being achieved. <strong>The</strong> <strong>Batwa</strong> are <strong>the</strong> most<br />

affected, yet <strong>the</strong> least supported and <strong>the</strong> last to benefit<br />

from initiatives aimed at providing alternative incomes or<br />

restitution. <strong>The</strong> potential for associating <strong>the</strong> <strong>Batwa</strong> with<br />

measures to protect <strong>the</strong>ir environment has been ignored.<br />

<strong>The</strong>re is no recognition <strong>of</strong> <strong>the</strong> <strong>Batwa</strong>’s conservationist<br />

skills. Conservation planners in <strong>the</strong> <strong>Great</strong> <strong>Lakes</strong> <strong>Region</strong><br />

should recognize that <strong>the</strong> interests <strong>of</strong> <strong>the</strong> <strong>Batwa</strong> and conservation<br />

coincide since both depend on <strong>the</strong> continued<br />

existence <strong>of</strong> <strong>the</strong> forest. Practice on <strong>the</strong> ground must reflect<br />

<strong>the</strong> policies expounded internationally.<br />

A significant indicator <strong>of</strong> <strong>the</strong> seriousness <strong>of</strong> conservation<br />

organizations’ commitment to <strong>the</strong> principles <strong>the</strong>y<br />

expound will be to what extent, and in what ways, Pygmy<br />

people like <strong>the</strong> <strong>Batwa</strong> are effectively incorporated into <strong>the</strong><br />

management and maintenance <strong>of</strong> existing and future conservation<br />

initiatives that affect <strong>the</strong>ir forests.<br />
