The probable impacts of climate change on poverty - UNDP

One <strong>of</strong> the critical issues <strong>of</strong> the conceptual framework is that all aspects <strong>of</strong> <strong>climate</strong> <strong>change</strong> will not equally affect
a sector. <strong>The</strong> <strong>impacts</strong> will vary by space and time and hence the <strong>impacts</strong> on livelihood will eventually vary. Figure
3.1 provides schematic representation <strong>of</strong> strength <strong>of</strong> relationship <strong>of</strong> <strong>climate</strong> <strong>change</strong> aspects and their <strong>impacts</strong> on
sectors and social development aspects.

3.2 Strategy to Deal with Adverse Effects <strong>of</strong> Climate Change
Various strategies suggested in this study to deal with adverse effects <strong>of</strong> <strong>climate</strong> <strong>change</strong> were based on several
strategies and action plans already formulated by different ministries <strong>of</strong> the government as well as suggestions
and recommendations derived through different consultation processes. <strong>The</strong> study team collected available
strategy documents related to <strong>climate</strong> <strong>change</strong> and analyzed those to understand different types <strong>of</strong> measures to
address the adverse <strong>impacts</strong> <strong>of</strong> <strong>climate</strong> <strong>change</strong>. <strong>The</strong>se analyses have focused on reduction <strong>of</strong> exposure and
sensitivity and enhancement <strong>of</strong> adaptive capacity <strong>of</strong> vulnerable communities and sectors for short, medium and
long term perspectives.
3.2.1 Reduction <strong>of</strong> Exposure and Sensitivity
Most <strong>of</strong> the sectors are more or less exposed to <strong>climate</strong> <strong>change</strong> stimuli including variability and extremes, and <strong>of</strong>
different degrees <strong>of</strong> sensitivity. Temperature and rainfall are the two key elements <strong>of</strong> <strong>climate</strong> which have direct
<strong>impacts</strong> on agriculture, human health, infrastructure etc. This framework considered sector-wise vulnerability to
specific climatic element and at what level which contributed to develop appropriate strategies for reducing
level <strong>of</strong> exposure and sensitivity.
3.2.2 Enhance Adaptive Capacity <strong>of</strong> Vulnerable Sectors and Communities
<strong>The</strong> study also suggested strategies to enhance the adaptive capacity <strong>of</strong> the vulnerable sectors and
communities. Vulnerable sectors as well as communities identified from the secondary sources as well as
suggestions and recommendations derived through consultation that help in developing different strategies to
reduce vulnerabilities <strong>of</strong> communities. This includes different income generating options and <strong>probable</strong>
adaptation activities. <strong>The</strong> following figure shows overall framework for analyzing the situation for development
<strong>of</strong> strategies for adaptation.
